The 6km stretch of National Highway 13, from Binh Trieu Bridge to Vinh Binh Bridge, often traps commuters for hours. This bottleneck has stifled regional connectivity for over a decade, awaiting a solution to restore smooth traffic flow.

The project, valued at nearly VND 21 trillion, includes VND 14.6 trillion from the city’s budget for Component 1 (compensation, resettlement). The remaining VND 6.2 trillion, funded by investors for Component 2 (upgrades), will be recouped through tolls over 18 years and 4 months.

Upgrades will expand the road to 10 lanes (60 meters wide), adding green corridors and modern utilities on both sides.

The section of National Highway 13 bordering Thu Duc City remains severely congested.

Currently 4-6 lanes wide, this route struggles with heavy traffic, leading to chronic congestion. During peak hours, commuters spend over 30 minutes navigating just to reach HCMC’s center.

The Department of Construction plans to finalize Component 2’s approval this year, with construction starting in Q4/2026 and completion expected within two years.

Approximately 1,055 households and organizations will be impacted, with over 200 requiring full relocation.

The 4-lane section near Cau Duc Nho Bridge is a critical choke point, frequently gridlocked during rush hours.

The Director of HCMC’s Department of Transport emphasizes that upgrading National Highway 13, alongside four other BOT projects (National Highway 1, National Highway 22, North-South Axis, and Binh Tien Bridge), aims to enhance mobility and alleviate traffic congestion.
