According to the Police Department of Administrative Management of Social Order (C06), the Ministry of Public Security is collaborating with the Ministry of Natural Resources and Environment to launch a campaign aimed at enriching and cleansing the National Land Database.
The initiative stems from inconsistencies in land records issued across various periods, utilizing different identification documents (9-digit ID, 12-digit ID, and Citizen Identity Cards). Additionally, handwritten transactions, unresolved inheritance claims, and unauthorized land-use conversions have further exacerbated discrepancies between actual and documented information.
The integration with VNeID seeks to establish a land database that is “accurate, comprehensive, clean, dynamic, unified, and shared,” laying the groundwork for swift and precise administrative procedure processing.

Soon, citizens will be able to provide land and housing ownership information (red book) via a feature on the VNeID app.
How Can Citizens Participate?
A new feature on the VNeID app will enable citizens to:
Self-submit red book information.
Review and verify existing data.
The Ministry of Public Security encourages citizens to collaborate with authorities in reviewing and updating information to ensure a swift and efficient data cleansing process.

The integration of red books is part of a broader plan to transform VNeID into a comprehensive digital wallet for citizens’ documents.
Under Draft Decree 69/2024, the Ministry of Public Security has proposed integrating up to 188 types of personal documents and 390 types of organizational documents into VNeID. Key documents expected to be included are:
Driver’s licenses, vehicle registrations
Health insurance, social insurance books
Birth certificates, marriage registration certificates
Academic degrees (Bachelor’s, Master’s, PhD)
Passports, visas
This transformation will enable citizens to conduct administrative procedures and public services online seamlessly, reducing paperwork and travel time in the future.
