According to the Government’s summary report for the 2021-2026 term, the Prime Minister has innovated legal development by shifting from “management” to “development facilitation” and from “ex-ante control” to “ex-post control.” The government has proactively proposed numerous laws with flexible, facilitative mechanisms and policies, contributing to the perfection of the socialist rule of law state and the socialist-oriented market economy. These efforts have effectively addressed bottlenecks and institutional constraints.
The Government has organized 45 specialized law-building sessions and submitted to the National Assembly a resolution on special mechanisms and policies to create breakthroughs in legal development and enforcement. It has passed 180 laws, ordinances, and resolutions (including those from this session), the highest number ever; and issued 1,400 resolutions and 820 decrees.
The Government, Prime Minister, ministries, and ministerial-level agencies have issued nearly 3,600 legal documents under their authority. By implementing strategic breakthroughs, the Government has continuously improved institutions, establishing a comprehensive and synchronized legal foundation for national governance and development.
The report highlights macroeconomic stability and high growth. Monetary policy has been managed proactively, flexibly, and effectively, harmonizing with a reasonably expanded fiscal policy focused on key areas. Public investment disbursement has been vigorously pursued, while public debt and budget deficits have been controlled within limits.
Efforts have concentrated on developing the domestic market and boosting exports, increasing revenue, cutting costs, and channeling resources into development investment. Despite facing instability, pandemics, and natural disasters, the economy has grown at a high rate, with each year surpassing the previous, elevating Vietnam to the 32nd largest economy globally and a upper-middle-income country. This significant achievement has earned international acclaim.
Strategic infrastructure has seen breakthrough development, with the Government completing synchronized projects for the economy. Notably, by the end of 2025, over 3,200 km of expressways and more than 1,700 km of coastal roads are expected to be completed, exceeding targets. Key national projects in aviation and energy, such as Long Thanh Airport and the 500kV power line, have accelerated. Digital infrastructure has advanced robustly, placing Vietnam’s mobile internet speed among the global top 20.
Culture and society have progressed comprehensively. The Government has submitted to the National Assembly a National Target Program for Cultural Development. Education and healthcare quality have significantly improved, with health insurance coverage reaching 95.2% of the population. The Human Development Index (HDI) has risen by 18 ranks, reflecting the country’s remarkable progress.
Numerous stalled projects and long-struggling enterprises have been addressed, freeing up resources for development. With a commitment to transparency, the Government has decisively resolved weak credit institutions and inefficient projects lingering from previous terms. Vietnam has established diplomatic relations with 195 countries, including comprehensive partnerships, strategic partnerships, and comprehensive strategic partnerships with 38 nations, encompassing all five permanent UN Security Council members, 17 G20 countries, and all ASEAN members.
The Government has also directed the resolution of obstacles for thousands of projects and land assets nationwide and continues to aggressively address bottlenecks, ensuring these critical resources contribute to socio-economic development.
As directed, plans have been developed, submitted to the Politburo for approval, and implemented to address five weak banks, 12 delayed projects and enterprises, and long-stalled projects (such as Song Hau 1 and Thai Binh 2 power plants, Van Phong BOT, Nghi Son 2, O Mon gas-fired power plant, and Block B gas field), with initial positive results.
