Breaking News: Vingroup’s $18 Billion Mega-Project Unveils Latest Developments Under Billionaire Pham Nhat Vuong’s Leadership

The People’s Committee of Quang Ninh Province has issued an official announcement summarizing the conclusions of its leadership following an on-site inspection and working session regarding land clearance efforts for the Ha Long Xanh Complex Urban Area in Ha An Ward and Phase 1 of the Ha Long Garden Public Park in Tuan Chau Ward.

The People’s Committee of Quang Ninh Province has issued a notification summarizing the conclusions of Vice Chairman Le Van Anh following a field inspection and working session on land clearance for two key projects in Ha Long City: the Ha Long Garden Public Park (Phase 1) in Tuan Chau Ward and the Ha Long Xanh Complex Urban Area in Ha An Ward.

Recently, Vice Chairman Le Van Anh led a working group to inspect these two projects. After the site visit, he chaired a meeting at the Tuan Chau Ward People’s Committee headquarters to review progress, address challenges in land clearance, and gather input from relevant agencies and localities.

According to the Project Management Unit for Investment Construction in Zone I (PMU1), despite efforts by departments and localities in compensation, support, and resettlement, land clearance for both projects remains slow. Coordination among units lacks uniformity, and timely solutions to challenges are insufficient. This directly impacts the province’s goal of completing the projects on schedule.

For the Ha Long Xanh Complex Urban Area, a flagship project by Vingroup in Quang Ninh spanning Ha An and Tuan Chau Wards, Vice Chairman Anh emphasized the urgency of finalizing land clearance to prevent reoccupation, land waste, and infrastructure deployment delays.

In Tuan Chau Ward, PMU1 is tasked with reviewing all remaining land areas, expediting compensation plan approvals, and completing necessary procedures.

Vingroup, the project investor, must promptly fulfill financial obligations related to land use fees and taxes for allocated or leased areas. They are also required to collaborate with the Department of Agriculture and Environment to receive land handovers, preventing land vacancy and reoccupation.

In Ha An Ward, PMU1 and the Ward People’s Committee must closely coordinate to finalize land records, measurements, and usage certificates for compensation plan approvals. A detailed land clearance schedule, endorsed by both units, must be submitted to relevant departments and the provincial People’s Committee by October 22.

The Ha An Ward People’s Committee is responsible for addressing issues within its jurisdiction and organizing inter-agency meetings to resolve emerging challenges.

The Department of Agriculture and Environment is designated as the lead agency for monitoring land clearance progress, providing regular updates, and proposing penalties for delays or negligence.

The Department is also tasked with reviewing and supplementing policies in Decision 40 on compensation, support, and resettlement for consistent application across the province.

The Provincial Inspectorate must promptly implement the People’s Committee’s directive to inspect land use certificates issued to 81 households that converted rice fields to aquaculture.

The Provincial Police are required to review and advise on forced measurement and land recovery plans to ensure security and order during implementation.

For the Ha Long Garden Public Park (Phase 1) in Tuan Chau Ward, PMU1 must expedite land measurements, records, and compensation plan submissions in compliance with legal regulations.

The Tuan Chau Ward People’s Committee is responsible for approving compensation plans, enhancing public awareness, and ensuring compliance with state policies. Non-cooperative cases will be subject to forced measures as per regulations.

The Ha Long Garden Public Park is envisioned as a coastal green space to enhance the quality of life for Tuan Chau residents. Meanwhile, the Ha Long Xanh Complex Urban Area, a multi-thousand-hectare project by Vingroup, aims to become an eco-tourism urban area connecting Cam Pha, Quang Yen, and Tuan Chau Island.

Vingroup’s Ha Long Xanh mega-project is entering a critical adjustment phase. Launched in October 2021 with a 10-year timeline, Vincons (a Vingroup subsidiary) is responsible for developing technical infrastructure, housing, commercial, and service facilities.

The project is bordered by the Ha Long – Hai Phong Expressway to the north, Hot River and Ha Long Bay to the east and south, and Chanh River to the west.

Ha Long Xanh is planned to offer over 55,000 units, including apartments, condotels, shophouses, villas, and hotels, with an expected population of 244,000.

Recently, Vingroup’s Board approved project adjustments, expanding the total area to nearly 4,120 hectares (930 hectares in Tuan Chau Ward and 3,190 hectares in Ha An Ward).

The total investment has been increased to over 456.6 trillion VND (approximately 18 billion USD), double the initial 2020 plan.

The Ha Long Garden Public Park (Phase 1), approved in July with a 350 billion VND investment under a public-private partnership (PPP), covers 35.56 hectares along a 10-lane road near the Hai Phong – Ha Long Expressway interchange. Construction is expected to begin within 24 months of land allocation.
