On October 24th, Tran Sy Thanh, Chairman of the Hanoi People’s Committee, signed a decision establishing a Task Force to oversee the implementation of planning, architecture, and investment research for the Hong River Scenic Boulevard Project.
The Hanoi People’s Committee has formed this Task Force, led by Vice Chairman Duong Duc Tuan. The Task Force will focus on architectural planning and the development of the Hong River Scenic Boulevard investment project.

Deputy leaders include Nguyen Trong Ky Anh, Director of the Department of Planning and Architecture, and Nguyen Xuan Sang, Deputy Director of the Department of Finance. Task Force members comprise leaders from various departments and agencies under the Hanoi People’s Committee.
The Task Force leader will assign specific responsibilities to members, including directing research, reviewing current conditions, and developing planning initiatives. They will also oversee investment proposals, resolve challenges related to planning, investment, land acquisition, and resettlement, and prepare reports for the Party Committee, People’s Committee, Government, and relevant authorities.

The Hanoi People’s Committee requires the Task Force to meet bi-weekly. If necessary, the leader may call emergency meetings for specific topics.
Previously, the Hanoi People’s Committee directed departments and agencies to finalize the next steps for the project’s groundbreaking in early 2026.
The proposed project, led by Deo Ca Group and Van Phu Invest, involves an 80 km elevated road along both banks of the Hong River, from Hong Ha Bridge to Me So Bridge. Each side will feature 6 vehicle lanes, with 67 km of elevated roads and 10 km of underpasses.
The estimated investment is approximately 300 trillion VND.
