Ho Chi Minh City Authorities Mandate Completion of Electric Ride-Hailing Scheme by October 31

Ho Chi Minh City is accelerating its green transformation in transportation by increasing the adoption of electric vehicles, expanding charging station infrastructure, and preparing a comprehensive plan to transition all ride-hailing services to electric fleets.

On October 24, the Ho Chi Minh City People’s Committee Office announced the conclusions of Vice Chairman Bui Xuan Cuong regarding the implementation of green transition tasks in the transportation sector.

Ho Chi Minh City leaders have directed the completion of the plan to transition ride-hailing and delivery vehicles to electric power by October 31, aiming for greener transportation and reduced emissions.

According to the conclusions, significant progress has been made in the green transition within Ho Chi Minh City’s transportation sector. Electric and CNG buses now account for 45.2% of all operational buses, electric taxis make up 71% of the total taxi fleet, and electric motorcycles represent approximately 28.1% of motorcycles used for passenger transport via digital platforms.

The charging infrastructure has also expanded, with around 1,000 charging stations in operation. V-Green Group operates nearly 900 stations, featuring over 14,700 charging ports for electric cars and 300 fast-charging stations for electric motorcycles. Selex Motors has deployed 50 battery swap stations, providing approximately 900 shared batteries across multiple vehicle brands, fostering a circular economy in urban transportation.

To further enhance the green transition, the People’s Committee has tasked the Department of Construction with reviewing all ongoing programs, plans, and schemes related to this sector. These include the Vehicle Emission Control Scheme, the Urban Railway Development Scheme, and the Green Energy Transition Action Program. The review, evaluation, and proposed adjustments must ensure coherence, continuity, and avoid duplication, with completion by November 15, 2025.

The Department of Construction is also responsible for expediting the draft resolution on the Vehicle Emission Control Scheme (Phase 1) for submission to the City Council in November 2025. Additionally, they will accelerate the green transition in eligible areas such as Con Dao and Can Gio, with dossiers to be submitted by Q1/2026.

The city has also mandated the completion of the Green Transportation Transition Plan by November 15, 2025, and the launch of an electric bus route connecting Co Ong Airport (Con Dao) to the special economic zone’s center by early December 2025.

For the Two-Wheeler Transition Scheme, which aims to convert all ride-hailing and delivery motorcycles from gasoline to electric, the People’s Committee has instructed the City Development Research Institute to finalize the content and submit it to the Department of Construction for approval by October 31, 2025. The review must clarify the legal basis, authority, and policy issuance process to promote the green transition, with completion by November 20, 2025.

The People’s Committee has also directed the Department of Industry and Trade and the City Power Corporation to work with the Department of Construction to develop a plan ensuring electricity supply for charging stations until 2030, with a vision to 2045. This plan aims to facilitate businesses in connecting and installing transformer stations. The City Police will collaborate with the Department of Science and Technology to continue educating residents on fire safety, particularly in residential areas, apartments, and shopping centers using electric vehicles.
