The Chairman of the Ho Chi Minh City People’s Committee, Nguyen Van Duoc, concluded with directives following a meeting with various units, including a proposal from the Vuon Lai Ward People’s Committee to allocate approximately 4,000 m² of land within the plot at 1 Ly Thai To for the construction of the Vuon Lai Ward People’s Committee headquarters.

Specifically, the plot at 1 Ly Thai To (Vuon Lai Ward) is a centrally located area in the city, strategically positioned at the intersection of Ly Thai To, Hung Vuong, and Tran Binh Trong streets. It adjoins the extended Metro Line 1 from Ben Thanh to An Ha depot and the future Metro Line 3, with three planned stations adjacent to the plot.
Thus, the urgent utilization and development of this land are imperative.
Currently, the ratio of green spaces and parks in the city’s urban area is significantly below planning standards. Additionally, public parks, community spaces, and playgrounds in the central area fail to meet the needs of residents.
Given this situation, prioritizing the allocation of land for green development and creating a public park in this area is essential. This initiative aims to enhance the living environment, improve residents’ quality of life, and support sustainable urban development.
The Chairman of the Ho Chi Minh City People’s Committee has tasked the Department of Planning and Architecture with collaborating urgently with the Vuon Lai Ward People’s Committee to study and propose a planning scheme for this plot. The focus is on developing a green park and community recreational spaces.
Additionally, the plan includes integrating a memorial site for COVID-19 victims. Approximately 4,000 m² (at the corner of Tran Binh Trong and Ly Thai To) is also earmarked for the construction of the Vuon Lai Ward People’s Committee headquarters.
Currently, Vuon Lai Ward operates from scattered, small offices, which hinder the efficiency of the two-tier local government model.
Furthermore, the Chairman directed relevant units to explore investment opportunities for additional functional components (under a PPP model), such as underground parking and other suitable amenities. These enhancements aim to maximize land use efficiency, optimize space, and better serve the community’s needs.
