Over 22,000 Billion VND to Upgrade Hanoi’s Gateway Expressway: What Does the Ministry of Construction Say?

The Ministry of Construction has approved Phuong Thanh Company's feasibility study report for the expansion of the Phap Van - Cau Gie Expressway under a public-private partnership (PPP) model. The Ministry of Construction has issued a document to the Vietnam Road Administration and Phuong Thanh Traffic Construction Investment Joint Stock Company, approving the feasibility study report for the expansion of the Phap Van – Cau Gie expressway under a public-private partnership (PPP) model.

Based on the company’s proposal (Document No. 2034 dated May 15, 2025) and Report No. 5614 from the Vietnam Road Administration dated October 20, 2025, the Ministry of Construction has designated Phuong Thanh Company as the investor responsible for preparing the pre-feasibility study report for the Phap Van – Cau Gie expressway expansion project.

The investor is required to promptly finalize the project proposal dossier for appraisal and approval in accordance with the PPP Law, Road Law, and related legal documents.

The investor will bear all costs and risks if the dossier is not approved. In the event of non-selection, reimbursement for the pre-feasibility study report will be handled as per PPP regulations.

The Ministry of Construction directs the company to proactively engage with relevant local authorities to agree on necessary conditions for project implementation, including expansion plans, community connection works, land clearance, resettlement, material supply, and waste disposal sites.

The Vietnam Road Administration is tasked with receiving the dossier and coordinating with the investor during the pre-feasibility study report preparation. The submission deadline for the project proposal is set for Q2/2026.

The Phap Van – Cau Gie expressway, currently 29 km long, is a BOT project with a 6-lane design. The Ministry of Construction is the competent authority to sign contracts with investors and project enterprises. Toll collection for capital recovery began on October 6, 2015, and is expected to end in March 2030.

The current Phap Van – Cau Gie Expressway has 6 lanes.

According to the 2021-2030 Road Network Plan with a vision to 2050, the Phap Van – Cau Gie route is planned to have 10-12 lanes (12 lanes from Phap Van to Ring Road 4, and 10 lanes from Ring Road 4 to Cau Gie), with investment expected before 2030.

Previously, to meet the growing transportation demand, reduce congestion and accidents, and promote socio-economic development in the region, Phuong Thanh Company proposed expanding the expressway in line with the planning scale.

The Vietnam Road Administration confirms that the investor’s proposal highlights the necessity of expanding the Phap Van – Cau Gie expressway under the PPP model to alleviate traffic pressure, complete infrastructure planning, and foster regional development.

Notably, the project does not overlap with any approved PPP projects.

The investor proposes to fund the project entirely through mobilized capital, exceeding 22,000 billion VND, without using the state budget.

According to the latest adjustment by the Vietnam Road Administration, starting September 20, 2025, vehicles such as trucks, tractor-trailers, buses with over 29 seats, and sleeper buses will be prohibited from using lane 1 on the Phap Van – Cau Gie expressway to enhance safety and reduce congestion risks.
