Phú Quốc to Launch Nearly 9,000 Billion VND Metro Line

The first phase of Phú Quốc Island's urban metro line project is set to break ground later this year, with completion targeted for mid-2027, just in time for the APEC summit. This ambitious initiative, undertaken through a public-private partnership (PPP) model, boasts an estimated investment of nearly 9 trillion VND.

On the morning of October 24th, the 4th specialized session of the 10th An Giang Provincial People’s Council (term 2021 – 2026) was held.

During the session, delegates of the An Giang Provincial People’s Council voted to pass four resolutions, notably approving the investment policy for the Urban Railway Line 1 project under the Public-Private Partnership (PPP) model, with a total investment of nearly VND 9 trillion.

According to the An Giang Provincial People’s Committee, the Phu Quoc Metro Line 1 project will contribute to the development of a modern and environmentally friendly public transport system in the Phu Quoc Special Economic Zone. Once operational, the urban railway will serve the travel needs of residents and tourists efficiently, meeting the requirements for hosting the 2027 APEC High-Level Week.

The 17.7 km Line 1 will feature 5-7 stations and a maintenance depot, operating 3-5 car trains with a design speed of 70-100 km/h.

An Giang aims to commence construction in Q4 2024 and complete the project by Q2 2027.

The project will utilize approximately 34 hectares of land, including areas around Phu Quoc Airport, along DT.973 – DT.975 roads, APEC Avenue, and the APEC Convention Center.

Implemented under the Build-Operate-Transfer (BOT) model, the project’s total investment is nearly VND 9 trillion. The state will contribute up to 70% (over VND 6.264 trillion), with the remaining capital arranged by the investor. Of the state budget, 70% will be supported by the central government, and the remainder by the local government.

The operation contract allows the investor to recover capital over a maximum of 40 years from the metro line’s commencement.

The investor will be selected through a “special case” procedure.

Upon completion, the urban railway will connect key transport hubs from Phu Quoc International Airport to APEC Avenue and the APEC Convention Center, reducing private vehicle usage, traffic accidents, and greenhouse gas emissions.

Beyond serving APEC 2027, the project is expected to pioneer smart and green urban development in Phu Quoc, boosting the service and tourism sectors and creating local jobs.

In his closing remarks, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People’s Council – Nguyen Thanh Nhan emphasized the significance of the four adopted resolutions. These resolutions will drive the modernization of smart and green transport infrastructure, institutionalize decentralization between provincial and communal levels, and align with the two-tier local government model.

According to Mr. Nhan, the resolutions not only address immediate issues but also chart a long-term development path for the province.

The Chairman of the An Giang Provincial People’s Council urged council committees and delegates to enhance oversight during resolution implementation, promptly identifying and resolving challenges to ensure effective and rigorous execution.
