Prime Minister Chairs Meeting to Issue New Government Resolution on Breakthroughs in Social Housing Development

Prime Minister Pham Minh Chinh has mandated that the implementation of social housing policies must be streamlined to maximize benefits for homebuyers, ensuring the policy remains undistorted and serves its intended purpose effectively.

On October 24th, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for Housing Policies and Real Estate Market, chaired a conference focused on accelerating and boosting the development of social housing. The conference was held both in-person at the Government Office and virtually across 17 provinces and cities with high demand for social housing.

Attendees included Deputy Prime Minister Tran Hong Ha, leaders from various ministries, local authorities, associations, and prominent real estate companies with extensive experience in the field.

Opening the conference, the Prime Minister emphasized that the Party and State are committed to ensuring social progress, equity, and welfare are not sacrificed in pursuit of economic growth. Over the years, Vietnam has successfully implemented social welfare policies, ensuring no one is left behind. This includes the elimination of temporary and dilapidated housing nationwide, with Vietnam’s happiness index rising by 39 ranks.

At this conference, the Prime Minister called on all stakeholders to build on these achievements, guided by the spirit of “national pride and solidarity” in developing social housing, in line with the resolutions of the 13th Party Congress.

Stressing that the Party and State’s highest goal is to secure independence, freedom, and sovereignty for the nation while ensuring the happiness and well-being of its people, the Prime Minister urged delegates to think, act, and deliver genuine results, ensuring tangible benefits for the people.

The Government has issued a resolution on the plan to construct at least 1 million social housing units for low-income earners, workers, and science and technology professionals from 2021 to 2030. Additionally, local housing development programs aim to complete over 100,000 social housing units by the end of 2025.

To date, 696 social housing projects, comprising approximately 640,000 units, are underway nationwide. While this progress is commendable, the Prime Minister noted that it falls short of the actual demand, necessitating greater efforts.

Therefore, the Prime Minister urged delegates to engage in thorough discussions to identify tasks and solutions for expediting sustainable social housing development. The goal is to meet the needs of those requiring social housing and to issue a new government resolution on this matter.

According to the Prime Minister, the resolution must outline mechanisms and policies that maximize benefits for all stakeholders. This includes ensuring state management of social housing, clarifying the roles of local authorities and businesses, addressing the needs of social housing applicants, and diversifying credit sources for social housing. The Prime Minister emphasized that the selection of businesses for social housing development must be transparent, based on clear criteria, and balance competitive advantages with social responsibility and national solidarity. Businesses must empathize with the needs of social housing applicants to develop meaningful solutions.

Local authorities must develop social housing plans that align with other housing segments, ensuring equal access to infrastructure such as transportation, telecommunications, electricity, water, cultural, healthcare, and educational facilities. Prime locations should be allocated for production and business activities, while infrastructure investment should focus on developing urban areas and housing in less developed regions. Above all, social housing policies and their implementation must prioritize the interests of homebuyers, avoiding any distortions in policy application.
