On the morning of October 24th, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for Housing Policy and Real Estate Market, chaired a conference with ministries, localities, and businesses to discuss breakthrough solutions for social housing development.

In attendance were Deputy Prime Minister Tran Hong Ha, ministers, leaders of central agencies, and representatives from 17 provinces and cities with high demand for social housing, along with major real estate associations and experienced businesses.
Opening the conference, Prime Minister Pham Minh Chinh emphasized that the Party and State prioritize social progress, equity, and welfare alongside economic growth. Vietnam has made significant strides in social welfare, ensuring no one is left behind, including the elimination of temporary and dilapidated housing nationwide. The country’s happiness index has risen by 39 ranks.
The Prime Minister called on all stakeholders to build on these achievements with a spirit of national solidarity and compassion, in line with the resolutions of the 13th Party Congress, to advance social housing for the nation and its people.
Reaffirming the Party and State’s commitment to national independence, sovereignty, and the well-being of the people, Prime Minister Chinh urged participants to embrace a culture of honesty, transparency, and tangible results, ensuring that citizens directly benefit from these efforts.
The Government has adopted a resolution to build at least one million social housing units for low-income earners and industrial workers by 2030, with a target of completing over 100,000 units by 2025. To date, 696 social housing projects, comprising approximately 640,000 units, are underway. While this progress is commendable, the Prime Minister noted that it falls short of demand, requiring greater effort.
He urged delegates to engage in thorough discussions to accelerate sustainable social housing development, addressing the needs of those requiring such housing. The Government will issue a new resolution to further implement the Housing Law and National Assembly resolutions on social housing.
The Prime Minister stressed that the resolution must introduce clear, favorable mechanisms for all stakeholders, ensuring swift and sustainable implementation with innovative approaches. In selecting businesses for social housing projects, transparency and criteria aligned with Resolution 68-NQ/TW on private sector development must be prioritized. This will leverage both market competition and corporate social responsibility, encouraging businesses to empathize with the needs of social housing beneficiaries.

Localities must integrate social housing into urban planning, ensuring equal access to infrastructure such as transportation, utilities, and public services. Prime land should be allocated for production and business, while underdeveloped areas receive infrastructure investment to foster urban and housing growth.
The Prime Minister highlighted the need for transparent, digitized social housing policies that eliminate bureaucratic hurdles for buyers, preventing corruption and policy distortions.
He also called for diversifying funding sources for real estate and social housing, including the establishment of a Social Housing Fund, reducing reliance on bank credit alone.
