Implementing Projects with the ‘3 Haves, 2 Haves Not’ Spirit
On the morning of October 23, Prime Minister Pham Minh Chinh, Head of the Steering Committee for Key Projects and Important National Railway Projects, chaired the 4th meeting of the Steering Committee.
In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that the volume and tasks of the Steering Committee in the coming time are extremely heavy, complex, and urgent. The implementation of projects must ensure quality, technical standards, progress, efficiency, and feasibility.
The Prime Minister stressed that the approach is to transfer technology, gradually develop, and achieve technological autonomy in railways and subways, fostering a railway ecosystem.

Therefore, the Prime Minister requested agencies to continue mobilizing maximum resources, especially competent and responsible officials, to assign specialized tasks for project implementation. They should also review and establish appropriate mechanisms, policies, and incentives.
For members of the Steering Committee, everyone must uphold the highest sense of responsibility, promote self-reliance, dare to think and act, be proactive, positive, flexible, and creative, without relying on others.
Projects should be implemented with the spirit of “3 Haves” and “2 Haves Not”: Have benefits for the State, have benefits for the people, have benefits for businesses, and have no corruption, negativity, or waste of public assets, efforts, and funds.
Assigning specific tasks to ministries, sectors, and localities, the Prime Minister emphasized two very important tasks. Accordingly, the Ministry of Science and Technology and the Ministry of Construction must urgently complete the issuance of relevant standards, criteria, and procedures for selecting investment methods and investors for the projects.
Regarding the capital for site clearance and Component 1 of the two North-South high-speed railway projects and the Lao Cai – Hanoi – Hai Phong route, the Prime Minister directed the Ministry of Finance and the Ministry of Construction to urgently allocate capital to localities for disbursement. Localities should proactively and flexibly advance funds.
Investor Selection Criteria and Special Mechanisms
For the Lao Cai – Hanoi – Hai Phong railway project, the Prime Minister directed the Ministry of Construction to coordinate with the People’s Committees of Hai Phong, Hanoi, and Bac Ninh to urgently finalize the route plan and the locations of the remaining stations (Nam Hai Phong, Yen Thuong, Kim Son) in October 2025.
The Ministry of Construction was tasked with urgently preparing all necessary conditions to ensure the commencement of Component 1 on December 19, 2025. The Prime Minister noted the need to review and ensure full compliance with legal procedures and the National Assembly’s resolution on the project.

For the North-South high-speed railway project, the Prime Minister directed the Ministry of Construction to coordinate with the Ministry of Science and Technology to urgently complete procedures and announce 37 Vietnamese Standards (TCVN) for high-speed railways in October 2025, as a basis for the next steps.
The Ministry of Construction, in coordination with relevant ministries and sectors, was tasked with urgently completing the report on investment forms, investor selection criteria, and special mechanisms and policies for the project, to be submitted to competent authorities for consideration and decision.
Regarding urban railway projects in Hanoi and Ho Chi Minh City, the Prime Minister directed the Hanoi People’s Committee to urgently complete the dossier for the Ministry of Finance to summarize and submit to the Prime Minister for a decision on mobilizing ODA and preferential loans for Line 3 (Hanoi Station – Hoang Mai). They should also accelerate the progress of Line 2, Line 3 (Cau Giay – Hanoi Station), and procedures for adjusting the TOD model project…
The Ho Chi Minh City People’s Committee should focus on completing the adjustment procedures for Line 2 (Ben Thanh – Tham Luong), striving to start construction by the end of 2025. The Prime Minister emphasized the priority for the subway project connecting Long Thanh Airport with Tan Son Nhat Airport, Ho Chi Minh City.
For the Hanoi – Lang Son and Hai Phong – Mong Cai railway projects, the Prime Minister directed the localities of Lang Son, Bac Ninh, Quang Ninh, and Hai Phong to coordinate with the Ministry of Construction and experts to promote these projects.

Upon reviewing the report on the draft Bankruptcy Law (amendment), the National Assembly’s Committee on Economics and Finance (KT-TC) noted that, based on feedback from the Standing Committee of the National Assembly and preliminary review opinions, the draft Law has been revised. It now includes provisions for state policies offering support in taxation, credit, interest rates, finance, land, and other measures to assist enterprises and cooperatives facing production and business challenges.
