Prime Minister: Streamlining Processes to Ensure Social Housing Projects Are Completed Within 2-3 Years

The Prime Minister emphasized the need to slash administrative procedures by at least 50%, categorizing social housing projects as "green lane" or "priority lane" initiatives to expedite processes and ensure timely implementation. Additionally, flexible methods should be employed to secure cleared land for social housing development, while diversifying funding sources to support its expansion.

On October 24th, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for Housing Policy and Real Estate Market, chaired a conference with ministries, localities, and businesses to discuss breakthrough solutions for social housing development.

Over the past period, the Government and the Prime Minister have vigorously directed and implemented numerous tasks to develop social housing. This includes issuing 22 Resolutions, 12 Directives, Decisions, and Telegrams, as well as organizing several national conferences to implement social housing development.

The Government has issued a Resolution on the Project to build at least 1 million social housing units for low-income earners, science and technology workers during the 2021-2030 period, along with local housing development programs and plans. The goal is to complete over 100,000 social housing units nationwide by 2025.

To date, there are 696 social housing projects nationwide that have been or are being implemented, with a scale of over 637,000 units. In the first 9 months of 2025 alone, over 50,000 units were completed, reaching 50.5% of the target. It is expected that by the end of 2025, more than 89,000 units will be completed, achieving 89% of the annual plan.

At the meeting, delegates focused on discussing and providing input for the Government’s new draft Resolution on implementing breakthrough solutions for social housing development in the coming period. This includes assigning certain businesses as investors for social housing projects.

Delegates discussed the role of state management in social housing development, the role of localities (especially in land allocation and site clearance), actual housing needs, resources and credit for social housing, preferential policies for social housing projects, and the selling and rental prices of social housing.

Notably, delegates proposed solutions to determine standards and criteria for selecting businesses to act as investors in social housing projects. They also discussed procedures, standards, and criteria for identifying beneficiaries of social housing policies, ensuring transparency, simplification of procedures, and convenience for both citizens and businesses. This aims to prevent negativity and policy exploitation.

Transparency for both investors and homebuyers

Concluding the conference, Prime Minister Pham Minh Chinh commended the high-quality and responsible input from delegates. He instructed the Ministry of Construction to fully absorb valid opinions and urgently finalize the draft resolution for Government consideration within the next 5 days.

The Prime Minister stated that the Resolution aims to further concretize and institutionalize the Party’s guidelines, state policies, and laws, addressing legal obstacles that were previously unresolved. This will create a breakthrough in social housing development.

The Resolution will have a long-term application period and apply to all provinces and cities nationwide. It encourages the participation of qualified businesses meeting financial, experience, capacity, time, and pricing criteria. The goal is to create the most favorable and flexible conditions for project completion within 2-3 years.

To achieve this, conditions, standards, criteria, procedures, and processes must be established for assigning businesses as project investors, ensuring transparency. Based on this, responsibilities will be decentralized to local authorities.

The Prime Minister stressed the need to reduce administrative procedures by at least 50%, placing social housing projects in the “green lane” or “priority lane” for expedited and timely processing. He also called for creating clean land funds for social housing through flexible methods and diversifying capital sources, including credit, state capital through the Vietnam Bank for Social Policies, the Housing Development Fund, and bond issuance.

The Prime Minister requested that localities establish regulations and take responsibility for quickly, efficiently, and accurately processing administrative procedures for social housing development. This should follow the principle of “localities decide, localities act, localities take responsibility.” He encouraged a spirit of bold thinking and action, prioritizing the nation’s and people’s interests. The aim is to balance the interests of the state, businesses, and citizens, ensuring lawful and legitimate rights while maintaining legal discipline.

Regarding conditions and procedures for social housing beneficiaries, the Prime Minister emphasized a shift towards ex-post checks, utilizing integrated and interconnected national data to ensure transparency and clarity. This will help identify those in need and prevent duplication.

The Prime Minister also highlighted the need to expand the range of entities participating in social housing development and the pool of beneficiaries. Social housing should be developed in both urban and rural areas, using land efficiently. Within urban areas, there should be diverse housing segments, including social housing, sharing essential infrastructure for transportation, electricity, water, telecommunications, culture, society, healthcare, education, and sports.

The Prime Minister instructed that the Resolution include provisions related to trading floors, the national housing fund, and housing data. He directed ministries and sectors to continue refining their input on social housing issues and submit them to the Ministry of Construction for finalization of the draft Resolution.

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to oversee the Ministry of Construction in urgently finalizing the draft resolution. He emphasized, “With the Party’s leadership, Government’s unity, National Assembly’s support, and the backing of the people and businesses, we must move forward without hesitation.” The goal is to achieve both immediate and long-term objectives, contributing to rapid and sustainable development.
