Representatives from the Kinshasa Capital Authority, Democratic Republic of the Congo, and Vingroup Corporation (Vietnam) signed a Memorandum of Understanding (MoU) to collaborate on the research and development of large-scale urban and green transportation projects in Congo.

Under the MoU, both parties will jointly research and develop a mega-urban riverside project on approximately 6,300 hectares of land, convert over 300,000 gasoline vehicles to electric, and establish an electric bus system along with charging infrastructure.
The mega-urban project holds a strategic position in the capital’s expansion plan, located between the southern bank of the Congo River and north of N’djii International Airport. This large-scale, mixed-use development includes residential homes, villas, apartments, hospitals, schools, shopping centers, hotels, entertainment areas, and future government offices.
The project aims to create a modern urban center that enhances living standards, transforms the cityscape, and becomes a new tourism destination and development symbol for Kinshasa. The city will grant Vingroup the land for the project free of charge.
Beyond real estate, the partnership extends to green transportation initiatives, including the development of electric bus and taxi systems, along with charging infrastructure operated by VinFast and GSM.
VinFast will supply vehicles for Kinshasa’s plan to replace over 300,000 fossil fuel vehicles with electric ones. Additionally, VinFast will explore providing electric buses and support the construction and operation of a Bus Rapid Transit (BRT) system. Kinshasa has committed to providing land for charging infrastructure to accelerate the city’s green transition.
At the signing ceremony, Mr. Daniel Bumba Lubaki, Governor of Kinshasa, stated: “We warmly welcome Vingroup’s presence in Kinshasa. We have witnessed their impressive achievements in Vietnam and globally. With their international expertise in urban development, housing, and infrastructure, we are confident this partnership will mark a significant turning point, creating a more civilized, modern, and sustainable urban environment for Kinshasa’s residents.”
Ms. Lê Thị Thu Thủy, Vice Chairwoman of Vingroup, shared: “Vingroup is honored to partner with the Kinshasa City Authority in improving residents’ quality of life. With our experience in developing world-class mega-urban projects and electrified transportation networks, we are committed to transforming Kinshasa’s urban landscape and fostering sustainable development in Congo.”
Kinshasa, with a population of approximately 17 million, is the capital and largest city of the Democratic Republic of the Congo. It serves as the nation’s political, economic, and cultural hub and is one of Africa’s fastest-growing cities.
Vingroup is Vietnam’s largest private conglomerate, operating in five core sectors: Industry & Technology, Commerce & Services, Infrastructure, Energy, and Social Welfare. Its vision is “For a better life for everyone.”
Recognized for its reputation, scale, and capabilities, Vingroup is expanding globally. The corporation was honored by TIME Magazine (USA) in the “TIME World’s Best Companies 2025” list, ranking among the top 1,000 global companies for its contributions to sustainable development, innovation, and global impact.
