According to the decision, the urban area is part of the N1 urban subdivision planning project in the former Me Linh district. The urban area borders existing residential and agricultural land to the east and south, the administrative center of the commune and a 48-meter road to the west, and agricultural land to the north.
The project aims to develop a green, smart, modern, and integrated urban area, aligning with Hanoi’s Capital Master Plan for 2045, with a vision to 2065. The land use structure includes: 58.21 hectares for residential housing (28.3%), 63.25 hectares for social infrastructure (30.8%), 66.59 hectares for transportation roads (32.4%), along with green spaces, parking areas, and technical facilities.
The urban area allocates approximately 18 hectares for social housing development, accounting for 31.2% of the residential land. This includes 13 plots for social housing and one mixed-use apartment plot with a social housing component.
The architectural layout is designed with a mix of low-rise, mid-rise, and high-rise buildings. High-rise buildings (25-30 floors) are strategically placed along Me Linh Road and the 3.5 Ring Road to create visual landmarks. The plan also includes a festival park, pedestrian streets, green areas, sports facilities, schools, healthcare centers, and cultural spaces.
In terms of technical infrastructure, the urban area is connected to the 3.5 Ring Road, National Highway 2, and Metro Lines 7 and 9. It features two multimodal transit stations, integrated systems for drainage, electricity, lighting, telecommunications, wastewater treatment, and waste management, all designed to smart city standards.
The People’s Committee of the commune has tasked the Economic Department with publicly announcing the project, guiding investors through investment procedures, land management, financial obligations, and ensuring compliance with the approved plan.
The project has a total investment of approximately 15,000 billion VND, with implementation scheduled from 2025 to 2030 and a 50-year operational period.
