Hoang Lien Tunnel Project Kicks Off on November 6th
On the afternoon of October 22nd, in Tan Phong Ward (Lai Chau Province), the People’s Committee of Sa Pa Ward (Lao Cai Province) collaborated with departments and agencies of Lai Chau Province to hold a meeting. The purpose was to finalize the route and construction scope of the Hoang Lien Mountain Pass Tunnel Project—a key transportation initiative in the Northwest region.
According to the plan, the project will start at Sa Pa Ward (Lao Cai) and end at Binh Lu Commune (Lai Chau), with a total investment of approximately VND 3.3 trillion. Construction is expected to begin on November 6, 2025.
Between the two tunnel tubes, there will be regular escape routes, fully meeting technical safety standards. In addition to the main tunnel, the project includes a comprehensive system of access roads, bridges, drainage, lighting, ventilation, fire safety, traffic monitoring, and a modern operation station.

Given its complex terrain and high altitude, the Hoang Lien Tunnel is poised to become Vietnam’s highest road tunnel and one of the most advanced mountain tunnels in the Northwest. Upon completion, it will reduce travel time across Hoang Lien Pass from 50–120 minutes to just 11 minutes, ensuring year-round smooth traffic, especially during the rainy season when the current pass often faces severe landslides and congestion.
During the meeting, all parties agreed on the route and land clearance scope in Sa Pa Ward and discussed plans for the next implementation phase. According to the initial proposal, the completed Hoang Lien Mountain Pass Tunnel will be Vietnam’s highest road tunnel. It will start at Km78+00 on National Highway 4D, in Son Binh Commune, former Tam Duong District, Lai Chau Province, and end at Road D1 (as per Sa Pa’s planning), in O Quy Ho Ward, former Lao Cai Province.



The project aims to establish a direct connection between Lai Chau and key development hubs such as Hanoi, Hai Phong, and Quang Ninh, as well as popular tourist destinations in the Northwest mountains. It is seen as a strategic solution for further development in both Lai Chau and Lao Cai.
Additionally, the project is expected to boost logistics and cross-border trade through the Ma Lu Thang (Vietnam) – Jinshuihe (China) international border gate. It will also attract international tourists to the Northwest region. Beyond its economic impact, the tunnel will enhance national defense, security, and border sovereignty.
O Quy Ho Pass, also known as Hoang Lien Pass, connects Sa Pa (Lao Cai) with Tam Duong (Lai Chau) over a distance of more than 20km. Its winding hairpin turns and frequent rainy season landslides have long paralyzed traffic.
However, this treacherous route is set for a transformation: a tunnel through the heart of Hoang Lien will replace the hazardous journey, opening new development opportunities for both Lao Cai and Lai Chau Provinces.
Currently, the long, steep road remains a nightmare for drivers due to its approximately 30 hairpin turns, many with gradients exceeding 10–15%. Particularly dangerous locations like Cong Troi Peak and the Rong May Glass Bridge often experience accidents and congestion.
