According to the People’s Committee of Dong Nai Province, the Chairman has directed the Provincial Land Fund Development Center to collaborate with the Provincial Land Registration Office. This partnership aims to delineate the scale and boundaries of the high-speed railway project on the North-South axis within the province, based on the preliminary design drawings. This will serve as the foundation for establishing and approving investment projects related to compensation, support, and resettlement, as well as for creating land recovery and clearance maps once the project is officially approved.
Dong Nai Initiates Land Clearance for the North-South High-Speed Railway
Previously, the Dong Nai People’s Committee designated the Provincial Land Fund Development Center as the lead investor for the component project on compensation, support, and resettlement for the high-speed railway segment passing through the province. This move is intended to facilitate project preparation, appraisal, and investment decision-making in accordance with regulations.
The Department of Construction has been tasked with drafting a submission to the Ministry of Construction, advocating for adjustments to the central axis of the high-speed railway in the areas of Xuan Duong and Xuan Que communes. These adjustments are to be made prior to the approval of the final design and investment project.
For wards and communes along the railway’s path, the Dong Nai People’s Committee has instructed local authorities to determine the project’s scope, area, and the extent of its impact on residents and properties, based on the preliminary route.
Localities are also required to identify the number of households needing relocation and resettlement, assess available and lacking resettlement plots, and propose the construction of new resettlement areas within their jurisdictions or suggest alternative locations in neighboring communes. This information must be submitted to the Provincial Land Fund Development Center by October 30 for consolidation and timely reporting to the provincial government.
Additionally, close coordination with the Provincial Land Fund Development Center is mandated for the preparation and approval of the independent component project on compensation, support, and resettlement for the segment within Dong Nai Province, ensuring compliance with all regulatory requirements.
The North-South High-Speed Railway project was approved by the National Assembly in Resolution No. 172/2024/QH15 on November 30, 2024, with an estimated total investment of approximately 1.7 million billion VND (67 billion USD). The railway will span over 1,500 km, with nearly 82 km passing through Dong Nai Province. It will feature 23 stations, including 5 cargo stations, and will connect Ngoc Hoi Station in Hanoi with Thu Thiem Station in Ho Chi Minh City, traversing 15 provinces and cities post-merger. The design speed is set at 350 km/h.
Within Dong Nai Province, the project includes one passenger station near Long Thanh International Airport, one cargo station in Trang Bom Commune, and two technical maintenance stations in Xuan Hoa and Xuan Duong Communes. The province is currently advocating for the addition of a passenger station in Xuan Hoa Commune.
