According to State Appraisal Council Report No. 101 submitted to the Government, the proposal for the Gia Binh International Airport project in Bac Ninh province has met the approval criteria, with over two-thirds of the Council members endorsing it.
To meet the deadline for National Assembly review and investment approval, the Council recommends the Government to consider and approve the project. Additionally, the Council proposes assigning the Ministry of Construction to collaborate with the investor, Masterise Group, in preparing the Government’s submission for the Minister of Construction to present to the National Assembly under the Prime Minister’s authorization.
If the project is approved by the National Assembly, the Ministry of Construction will lead the drafting of the Government’s Resolution to implement the Assembly’s decision, ensuring all investor requirements, conditions, and commitments are strictly enforced during execution.
The Gia Binh International Airport project, with a total investment of nearly VND 196.38 trillion, is led by Masterise Group Corporation. The airport is designed to meet ICAO’s 4F standards, capable of handling wide-body, long-range aircraft of the latest generation.

The proposal envisions Gia Binh Airport as a next-generation “smart, green, and sustainable” hub, aiming for a 5-star rating and a spot among the world’s top 10 Skytrax-rated airports. It also strives for excellence in passenger experience (ASQ) as evaluated by the Airport Council International (ACI).
Masterise Group aims to position Gia Binh as Northern Vietnam’s strategic aviation gateway, a major international passenger and cargo hub, and a leading MRO (Maintenance, Repair, and Overhaul) center in the Asia-Pacific region. The project is expected to drive new growth for the Capital Region and the Northern Key Economic Zone, enhancing Vietnam’s global aviation standing.
Spanning approximately 1,885 hectares, the project is set for a 70-year operation (2025–2095) across Gia Binh, Luong Tai, Nhan Thang, and Lam Thao communes in Bac Ninh province.
The airport is planned to handle 30 million passengers and 1.6 million tons of cargo annually by 2030, scaling up to 50 million passengers and 2.5 million tons by 2050, serving as Northern Vietnam’s primary international aviation hub.
The facility will feature four runways arranged in two pairs, spaced 1,800 meters apart for independent operations, along with taxiways, aprons, and technical areas meeting 4F standards.
Aviation services include a 30 million passenger-per-year terminal, a 1.6 million ton-per-year cargo terminal, and facilities for maintenance, fueling, catering, and aviation equipment.
The project’s total funding includes VND 29.457 trillion in equity and VND 166.921 trillion in mobilized capital. Phase 1 (2025–2030) will complete core infrastructure to support 30 million passengers and 1.6 million tons of cargo annually.
