Following the devastating fire in a mini apartment building that claimed 56 lives, fire safety and management regulations have been tightened. However, in many areas of Hanoi, family homes disguised as mini apartments, often built without proper permits, continue to emerge quietly. Notably, in the mini apartment hub of Trieu Khuc (Thanh Liet Ward), buildings as tall as 8-9 stories still rise in narrow alleys…
Posing as a prospective buyer, a reporter was guided by broker N. to view several mini apartments listed for sale or transfer in the Trieu Khuc hub (formerly Tan Trieu Commune, now Thanh Liet Ward). These buildings feature elevators and are designed with 3-4 units per floor.
Two adjacent mini apartment buildings in Alley 98, Tan Trieu, stand out. According to the broker, these 9-story buildings house 27 units intended for business use. The owner is selling each for over 17 billion VND. “These mini apartments have been operational for a few months, generating monthly rental income of over 100 million VND per building. They’re ideal for investment due to their proximity to major universities and high student demand for rentals,” the broker explained.
In Alley 87, Yen Xa (formerly Tan Trieu Commune), a 7-story mini apartment building with 17 units is listed for nearly 14 billion VND.
Another mini apartment building in Alley 188, Trieu Khuc, is openly listed for sale.
In Alley 83, Tan Trieu, multiple 7-8 story mini apartment buildings have emerged.
Signs advertising mini apartments for rent are common in Tan Trieu and Trieu Khuc.
A Trieu Khuc resident shared, “This area is only permitted to build single-family homes up to 5 stories plus a penthouse. However, all have been modified to 8-9 stories. Once built, owners rent them out, and they’re always full. With alleys as narrow as 2 meters, fire trucks would struggle to access in case of an emergency.”
Many mini apartments in Tan Trieu and Yen Xa, listed by brokers, were permitted by the former Thanh Tri District People’s Committee in mid-2024, with a maximum height of 5 stories plus a penthouse.
Observations reveal that many Trieu Khuc buildings, standing 8-9 stories tall, feature units ranging from 15 to 30 square meters. Each unit includes a water heater, mini kitchen, and separate utility meters—typical of rental mini apartments. Most units are occupied, displaying signs like “Luxury Rental Apartments – Fully Furnished.” Despite being labeled as “single-family homes,” these structures function and scale resemble mini apartments, a type known for significant safety risks. The Thanh Liet Ward People’s Committee confirmed no mini apartment construction permits have been issued in the area. All are classified as single-family homes, but many owners subdivide them into rental units post-construction. Regarding the Tan Trieu and Trieu Khuc buildings mentioned, the committee noted they predate the local government restructuring on July 1, 2025. As no records were handed over from the former Tan Trieu Commune, addressing these issues remains challenging.
