On the morning of October 24th, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for Housing Policies and Real Estate Market, chaired a conference with ministries, sectors, localities, and businesses to discuss breakthrough solutions for social housing development.

The Prime Minister directed the Ministry of Construction to fully absorb all valid opinions and urgently finalize the draft Resolution on implementing breakthrough solutions for social housing development. The finalized draft is to be submitted to the Government for consideration and issuance within the next 5 days.
According to the Government’s leader, the resolution aims to further concretize and institutionalize the Party’s guidelines, state policies, and laws, addressing legal bottlenecks that have not been resolved previously. This will create a breakthrough in social housing development.
The resolution will have a long-term application period and will apply to all provinces and cities nationwide. It encourages the participation of eligible businesses meeting financial, experience, capacity, timeline, and pricing criteria. The goal is to create the most favorable and streamlined conditions to ensure project completion within 2-3 years.
To achieve this, the Prime Minister emphasized the need to establish conditions, standards, criteria, processes, and procedures for businesses to act as project investors, ensuring transparency and openness. Based on this, responsibilities will be decentralized to local authorities for implementation.
The Prime Minister instructed a reduction of at least 50% in administrative procedures, categorizing social housing projects into “green lanes” or “priority lanes” for swift and timely processing. He also called for the creation of clean land funds for social housing development through flexible methods and diversifying funding sources, including credit capital, state capital via the Social Policy Bank, Housing Development Fund, and bond issuance.
For local authorities, the Prime Minister mandated clear regulations and responsibilities for expediting administrative procedures for social housing development, following the principle of “localities decide, localities act, localities take responsibility.” He encouraged a proactive and innovative spirit, prioritizing the well-being of the people and the nation, while ensuring a balance of interests among the state, businesses, and citizens. This includes safeguarding the legitimate rights and interests of citizens and businesses while maintaining legal discipline.
Regarding eligibility and procedures for social housing beneficiaries, the Prime Minister outlined a post-audit approach, utilizing integrated and interconnected national data to ensure strict control, transparency, and clarity on who needs housing and who already owns property.
The Prime Minister also highlighted the need to expand the range of entities participating in social housing development and the pool of eligible beneficiaries. Social housing should be developed in both urban and rural areas, with a focus on efficient and economical land use.
“Within an urban area, there should be various housing segments, including social housing, sharing essential infrastructure such as transportation, electricity, water, telecommunications, cultural, social, healthcare, education, and sports facilities,” the Prime Minister stated.
Additionally, the Prime Minister required the Government’s resolution to include provisions related to trading floors, the national housing fund, and housing data.

He emphasizes the need for transparency, digitization, and fairness, ensuring that purchasing social housing does not become a cumbersome or corruptible process. The goal is to eliminate the need for buyers to “compete fiercely or resort to connections” to secure a home, thereby preventing policy distortions and fostering integrity in the system.
