The Ministry of Industry and Trade is drafting a decree to amend and supplement certain provisions of Decree No. 57/2025, which outlines the mechanism for direct electricity trading between renewable energy generators and large electricity consumers. Additionally, it aims to revise Decree No. 58/2025, which details specific provisions of the Electricity Law concerning the development of renewable energy.

The Ministry proposes increasing the allowable surplus electricity sales from rooftop solar installations to Vietnam Electricity (EVN), Power Corporations, and Power Companies from 20% to up to 50% of the actual generated electricity.
Notably, the Ministry also suggests expanding the eligibility to purchase surplus electricity from self-generated and self-consumed sources to include retail electricity providers outside of EVN. This aims to ensure fair policies for all organizations and individuals involved in electricity generation.
According to Mr. Pham Nguyen Hung, Director of the Electricity Regulatory Authority of Vietnam under the Ministry of Industry and Trade, the current regulation in Decree No. 58/2025 allows for the sale of only 20% of surplus electricity.
Why rooftop solar users can sell more surplus electricity
However, feedback from households indicates a desire to sell more surplus electricity. For instance, families with large rooftop solar installations (up to 100 sqm) often generate more electricity than they consume during the day when they are away at work.
In response, the Ministry is revising Decree No. 58 to allow for higher surplus electricity sales. However, Mr. Hung emphasizes that the policy continues to encourage self-generation and self-consumption of rooftop solar power, particularly in northern regions.
The Director advises households to consider installing additional storage batteries, as solar power generation ceases during the evening peak consumption hours (typically from 6 PM to 10 PM).
In November, the Prime Minister is expected to issue a decision providing economic and technical support for rooftop solar installations with storage batteries for self-generation and self-consumption.
