Comprehensive Joint Statement: Vietnam-U.S. Agreement on Reciprocal, Fair, and Balanced Trade

The United States of America (USA) and the Socialist Republic of Vietnam (Vietnam) have reached a consensus on the Framework for a Reciprocal, Fair, and Balanced Trade Agreement. This agreement aims to strengthen bilateral economic ties, fostering enhanced market access for each country’s exports. Building upon the longstanding economic relationship between the two nations, the Reciprocal, Fair, and Balanced Trade Agreement will expand upon existing foundations, including the U.S.-Vietnam Bilateral Trade Agreement signed in 2000 and effective since 2001.

Vietnam, U.S. Announce Joint Statement on Reciprocal Trade Agreement Framework

Key provisions of the Reciprocal Trade Agreement, fair and balanced between the United States and Vietnam, will include:

– Vietnam will grant preferential market access for nearly all U.S. agricultural and industrial exports.

– The U.S. will maintain the reciprocal 20% tariff as stipulated in Executive Order 14257 dated April 2, 2025, as amended, on goods originating from Vietnam; and will identify products listed in Appendix III of Executive Order 14356 dated September 5, 2025, “Potential Tariff Adjustments for Like-Minded Partners,” to qualify for a 0% reciprocal tariff.

– The U.S. and Vietnam will cooperate constructively to address mutual concerns regarding non-tariff barriers affecting bilateral trade in priority sectors.

– Vietnam has agreed to address these barriers by accepting vehicles produced under U.S. safety and emission standards; resolving issues related to import licenses for U.S. medical devices; simplifying regulatory requirements and approval processes for U.S. pharmaceuticals; fully implementing Vietnam’s obligations under international intellectual property treaties to which it is a party; and addressing U.S. concerns related to conformity assessment procedures.

– The U.S. and Vietnam have committed to addressing and preventing barriers to U.S. agricultural products in the Vietnamese market, including through U.S.-regulated monitoring mechanisms and acceptance of mutually agreed-upon certificates issued by U.S. regulatory agencies.

– The U.S. and Vietnam will agree on commitments related to digital trade, services, and investment.

– The U.S. and Vietnam will discuss intellectual property, labor, environment, customs, trade facilitation, regulatory practices, and potential trade-distorting practices by state-owned enterprises.

– The U.S. and Vietnam commit to enhancing cooperation toward shared goals in strengthening supply chain resilience, including addressing tariff evasion and coordinating on export controls.

– Additionally, the U.S. and Vietnam acknowledge recent trade agreements between U.S. and Vietnamese companies in agriculture, aerospace, and energy.

– Vietnam Airlines has signed a contract with Boeing to purchase 50 aircraft valued at over $8 billion.

– Vietnamese companies have signed twenty memoranda of understanding with U.S. companies to purchase U.S. agricultural products, with an estimated total value of over $2.9 billion.

In the coming weeks, the U.S. and Vietnam will continue discussions to finalize the Reciprocal Trade Agreement, prepare for its signing, and complete necessary internal procedures for the agreement to take effect.

On the afternoon of October 26, in Malaysia, Minister Nguyen Hong Dien and the Ministry of Industry and Trade delegation met with U.S. Deputy Secretary of State for Economic, Environmental, and Energy Affairs Jacob Helberg, with a shared commitment to finalizing and signing the Reciprocal Trade Agreement

On the sidelines of the 13th ASEAN-U.S. Summit, Minister Nguyen Hong Dien met with U.S. Trade Representative Jamieson Greer to discuss and agree on accelerating negotiations toward completing the Reciprocal Trade Agreement

Since late April 2025, Vietnam and the U.S. have held multiple rounds of reciprocal trade negotiations at both technical and ministerial levels. The Vietnamese government’s negotiation team, led by Minister of Industry and Trade Nguyen Hong Dien, includes leaders and officials from the Ministries of Industry and Trade, Foreign Affairs, Public Security, Finance, Justice, Agriculture and Environment, Science and Technology, Home Affairs, Construction, Health, the State Bank of Vietnam, and the Vietnamese Embassy in the U.S. Several in-person and online negotiation sessions have taken place between Minister Nguyen Hong Dien and U.S. Trade Representative Jamieson Greer, as well as U.S. Secretary of Commerce Howard Lutnick.

In the early hours of August 1, 2025 (Vietnam time), the White House issued an Executive Order from President Donald Trump adjusting reciprocal tariffs, reducing Vietnam’s tariff from 46% to 20%, as listed in Appendix I.

According to Vietnam Customs data as of September 2025, bilateral trade turnover reached approximately $126.4 billion.
