On the morning of October 24, 2025, in Kim Sơn Commune, Đồng Tháp Province, DNP Raw Water Co., Ltd. – Tiền River (a member of DNP Water) and its partner Samsung E&A officially broke ground on the Raw Water Pumping Station project for Đồng Tâm Water Plant and the transmission pipeline system.
This marks the “first milestone” in the large-scale inter-regional water supply model in Vietnam, a move expected to fundamentally transform the water infrastructure, which is currently under significant pressure from climate change.

Speaking at the ceremony, Mr. Nguyễn Tường Văn, Deputy Minister of Construction, stated that this project is a concrete step aligned with the “Safe and Sustainable Water Supply Strategy by 2030, Vision to 2050” being implemented by the Ministry of Construction.
According to the Deputy Minister, this strategy emphasizes solutions for developing inter-regional water supply systems, applying modern technology, and encouraging private sector participation to develop water infrastructure.
“Investing in the first large-scale inter-regional water supply infrastructure project in the Mekong Delta, such as this one, holds strategic significance, contributing to ensuring water security, social welfare, and sustainable development for the entire region,” Mr. Văn emphasized.
The Deputy Minister also urged the investors (DNP Water and Samsung E&A) to focus resources on meeting the Q4/2026 deadline and to explore expanding this model across the Mekong Delta and other water-scarce regions. He also called on local authorities and water supply units within the project area to invest in expanding pipeline networks to prepare for connecting and receiving raw water.

Highlighting the project’s urgency, Mr. Nguyễn Thành Diệu, Vice Chairman of Đồng Tháp Provincial People’s Committee, shared: “We are eagerly awaiting the early operation of this plant. We believe this project will exceed all expectations.” Mr. Diệu also noted that the project plays a crucial role in supporting the development of the Tân Phước Southeast Industrial Zone in the province.
This project is seen as a direct solution to the freshwater shortage that severely impacts the lives of residents and production activities in coastal provinces.
How will the 1.820 trillion VND project operate?
In terms of scale, Phase 1 of the project has a total investment of over 1.820 billion VND, with a design capacity of 300,000 m³/day and night, expected to be completed by Q4/2026.
The project’s core infrastructure includes pumping stations and a pipeline system approximately 115 km long. This system will transport non-saline raw water from the Tiền River and Nguyễn Tấn Thành Canal (protected by a salinity barrier) to existing water treatment plants in three provinces: Đồng Tháp, Tây Ninh, and Vĩnh Long.
Once completed, the project will meet the needs of over 2 million residents and key industrial zones. Phase 2 of the project is expected to extend the pipeline from the Cái Bè area to Mỹ Thuận Bridge, increasing the total system capacity to 600,000 m³/day and night.
The partnership between DNP Water and South Korea’s leading EPC group
The project is a strategic collaboration between DNP Water (Vietnam) and Samsung E&A (South Korea). DNP Water is one of the largest private enterprises in the water infrastructure sector, with a total system capacity of over 1 million m³/day and night.
Samsung E&A (South Korea), established in 1970, is a South Korean conglomerate specializing in EPC (Engineering, Procurement, and Construction) in the industrial and energy sectors. With 6,895 employees, the group operates in 48 countries and has completed 1,623 projects. According to published data, Samsung E&A recorded revenue of 7.2 billion USD in 2024.
Regarding the timeline, Mr. Hoàng Minh Hùng, Chairman of DNP Water’s Board of Directors, affirmed: “We are confident that upon the completion of Phase 1 in Q4/2026, this project will become a symbol of collaboration between businesses and the government, embodying social responsibility and long-term vision.”

Beyond the Tiền River basin, DNP Water’s strategy is to expand this model to other challenging areas. The company is currently researching a proposal for the “Raw Water Plant for the Western Hậu River Region” project.
This project aims to supply freshwater from the upper Hậu River to the provinces of Cà Mau, Bạc Liêu, Sóc Trăng, and Cần Thơ. This area is considered the most “critical” in the country due to its complete reliance on groundwater, causing severe land subsidence (approximately 2 cm/year).
According to research, the Western Hậu River project has a Phase 1 capacity of 600,000 m³/day and night (total capacity of 1.2 million m³/day and night), with an estimated total investment of 11,000 billion VND, expected to be completed by 2028.
