Ho Chi Minh City Credit Growth Estimated at 9.79% by End of October

As of October 31, 2025, the total outstanding credit balance of credit institutions in Ho Chi Minh City is estimated to reach nearly VND 4,920 trillion, marking a 0.66% increase compared to the end of September and a 9.79% rise from the end of 2024.

Mrs. Tran Thi Ngoc Lien, Deputy Director of the State Bank of Vietnam (SBV) Branch in Region 2, shared that the total credit balance of credit institutions in Ho Chi Minh City (HCMC) as of October 31, 2025, is estimated at nearly VND 4,920 trillion, a 0.66% increase compared to the end of September and a 9.79% increase compared to the end of 2024.

Of this, VND-denominated loans are estimated at VND 4,720 trillion, accounting for 96%, up 0.64% compared to the end of September and 10.29% compared to the end of 2024. Foreign currency-denominated loans are estimated at VND 195,319 billion, accounting for 4%, up 1.14% compared to the end of September and down 0.96% compared to the end of 2024.

By term, short-term credit balances are estimated at VND 2,340 trillion, accounting for 47.7%, up 0.66% compared to the end of September and 8.04% compared to the end of 2024. Medium and long-term credit balances are estimated at VND 2,570 trillion, accounting for 52.3%, up 0.65% compared to the end of September and 11.44% compared to the end of 2024.

Assessing the credit situation, Mrs. Lien stated that the credit balance in HCMC maintained growth in the first nine months, increasing by 7.33% compared to the end of 2024. Both short-term and medium to long-term credit grew positively compared to the end of the year; short-term credit increased by 7.33%, while medium to long-term credit grew more significantly at 10.72%. VND-denominated credit dominated the credit balance, accounting for 96%, up 9.59% compared to the end of 2024.

By October 31, 2025, the credit balance in HCMC is projected to continue growing, up 9.79% compared to the end of 2024. All credit segments by term are expected to maintain growth. HCMC’s banking sector continues to supply credit for production and business activities, actively participating in solutions to support businesses and drive economic growth in the region.

Regarding the implementation of credit programs in HCMC (estimated by the end of October 2025), credit for priority sectors as of September 2025 is as follows: agricultural and rural development loans reached VND 439.434 billion; export loans reached VND 143.222 billion; loans to small and medium-sized enterprises reached VND 2,220 trillion; support industry loans reached VND 101.131 billion; and loans to high-tech enterprises reached VND 5.289 billion.

By the end of October 2025, credit balances for these priority sectors are projected as follows: agricultural and rural development loans at VND 440 billion; export loans at VND 144 billion; loans to small and medium-sized enterprises at VND 2,230 trillion; support industry loans at VND 102 billion; and loans to high-tech enterprises at VND 5.3 trillion.

Under the VND 150 trillion credit package to support businesses in the agricultural, forestry, and fisheries sectors, HCMC reported a disbursement volume of VND 2.822 trillion during the period, with cumulative disbursements since the program’s inception reaching VND 32.529 trillion. The outstanding balance of commercial banks reached VND 12.659 trillion, serving 9,774 customers.

For the agricultural and rural lending program under Decree 116/2018/NĐ-CP and Decree 55/2015/NĐ-CP, the outstanding balance in HCMC reached VND 467.050 trillion, serving over 1.75 million customers, a 1.35% decrease compared to 2024.

Under the social housing and worker housing loan program, as well as the renovation and reconstruction of old apartment buildings per Resolution 33/NQ-CP dated March 11, 2023, HCMC has 12 approved projects, with 3 projects already disbursed under this credit package (2 projects borrowed from local commercial banks and 1 project from a commercial bank branch outside the region). Cumulative disbursements reached VND 280.86 billion (with a limit of VND 870 billion), and the outstanding balance reached VND 260.94 billion. Additionally, 2 individual customers were disbursed VND 1.51 billion, with an outstanding balance of VND 1.47 billion. Credit institutions in HCMC also disbursed VND 723.75 billion for 3 social housing projects outside HCMC, with an outstanding balance of VND 614.42 billion.

Credit for businesses in export processing zones and industrial parks in HCMC reached VND 283.764 billion, up 7.7% compared to the previous month. Short-term loans accounted for VND 225.341 billion (79.4%), while medium and long-term loans accounted for VND 58.423 billion (20.6%).

Credit for the National Target Program on New Rural Development in HCMC reached VND 115.493 billion, serving 315,955 customers.

Loans to the collective economic sector in HCMC in Q3/2025 reached VND 1.388 trillion, up 7.9% compared to the end of 2024, serving 79 customers with outstanding balances.

Under the market stabilization program, cumulative lending in HCMC from the beginning of the year to September 2025 reached VND 19.059 trillion. The outstanding balance reached VND 5.337 trillion (short-term loans at VND 5.327 trillion; medium and long-term loans at VND 10 billion), with a total of 33 participating enterprises (15 market stabilization enterprises and 18 enterprises in the supply chain).

For ship building and upgrading loans under Decree 67/2014/NĐ-CP, by the end of Q3/2025, the outstanding balance was VND 37.7 billion for 16 ships, including 4 ships operating marginally with an outstanding balance of VND 11 billion; 8 ships have fully repaid their loans, with previously disbursed amounts totaling VND 85.4 billion. Additionally, 45 ships are being monitored off-balance sheet with an outstanding balance of VND 620.3 billion, down 3.8% compared to the previous quarter.

Regarding the implementation of the bank-business connectivity program in HCMC, in October 2025, the SBV Region 2 branch coordinated with the HCMC Department of Finance to instruct Techcombank to organize a conference on promoting digital transformation and financial access for businesses and households in Vung Tau, Tam Thang, and Rach Dua wards. They also coordinated with the People’s Committees of Tan Son Hoa and Ban Co wards to organize dialogue and connectivity conferences between banks and businesses, and participated in dialogue conferences organized by wards such as Binh Trung, Hanh Thong Tay, Xom Chieu, Vinh Hoi, Khanh Hoi, An Thoi Dong, Go Vap, and Binh Tan. They also attended a specialized connectivity conference organized by ACB and meetings with the Department of Industry and Trade and the HCMC Business Association to discuss challenges faced by businesses in the banking sector.

Regarding credit disbursement in HCMC, banks have disbursed VND 739.947 billion to 184,111 borrowers.
