Parliament Enters Second Week: Focus on Socio-Economic Issues and Budget Discussions

On the morning of October 27th, the 10th Session of the 15th National Assembly entered its second week of work, marking the beginning of crucial discussions on socio-economic developments and the state budget. From October 29th to 30th, all plenary discussions will be broadcast live on radio and television, allowing voters and citizens nationwide to follow the proceedings.

A Week Focused on Economic, Social, and Budgetary Matters

During the second week of the session (October 27 – November 1), the National Assembly will dedicate most of its time to hearing presentations, review reports, and providing feedback on a series of legislative projects. Several critical drafts will be discussed in committees and in the main chamber, including the Law on Emergency Situations, Amendments to the Law on International Treaties, Law on National Defense Industry, Security, and Industrial Mobilization, Cybersecurity Law, Amendments to the Law on State Secrets Protection, and Amendments to several provisions of 10 laws related to security and order.

Additionally, the National Assembly will review a specialized supervision report on the implementation of policies and laws in environmental protection since the Environmental Protection Law of 2020 took effect.

The highlight of the week will be two days of discussion (October 29 and 30) on reports evaluating the results of the implementation of the 2025 socio-economic development plan, the proposed plan for 2026, and the summary of the 5-year plan from 2021-2025. The National Assembly will provide input on restructuring the economy, medium-term public investment, national finance, public borrowing and debt repayment, and directions for the 5-year plans for the 2026-2030 period.

These discussions are expected to lay a crucial foundation for policy planning in the upcoming period, while also providing a comprehensive overview of the economy’s health after five years of recovery and innovation.

First Week: Notable Legislative and Personnel Milestones

Previously, the first week of the session (October 20-25) proceeded with urgency, innovation, and responsibility. The National Assembly focused on personnel matters and legislation, while also deeply discussing summary reports for the 2021-2026 term.

Notably, on October 25, the National Assembly approved the Prime Minister’s proposal to appoint Ms. Phạm Thị Thanh Trà and Mr. Hồ Quốc Dũng as Deputy Prime Ministers for the 2021-2026 term. Ms. Phạm Thị Thanh Trà became the first female Deputy Prime Minister in Vietnam’s history, marking a significant advancement in the promotion of female leadership.

On the same day, the National Assembly passed resolutions to appoint Mr. Lê Hoài Trung as Minister of Foreign Affairs, Mr. Trần Đức Thắng as Minister of Agriculture and Environment, and Mr. Đỗ Thanh Bình as Minister of Home Affairs. The completion of high-level personnel appointments is expected to ensure stability, continuity, and effective governance in the final phase of the term.

In addition to personnel matters, the National Assembly also provided input on several key legislative projects, such as the Law on Supervisory Activities of the National Assembly and People’s Councils (Amended), Education Law, Civil Aviation Law, Press Law, Bankruptcy Law, and Amendments to the Deposit Insurance Law. The discussions were noted for their frankness, substance, and constructive suggestions for institutional improvement.

Opening on October 20, the 10th Session—the final session of the 15th National Assembly Term—is considered particularly significant. According to National Assembly Chairman Trần Thanh Mẫn, the workload for this session is “the largest in the history of the National Assembly,” with 53 laws and resolutions under consideration, reflecting the principle that legislation must lead and pave the way for innovation and creativity.

The first week concluded with substantial results, setting the stage for the second week—a period focused on economic, social, and budgetary discussions of great interest to constituents. The session will continue until the end of November, with expectations to adopt several resolutions guiding the development phase from 2026-2030.
