Phú Mỹ 2 Bridge Construction: A $560 Million PPP Project

Spanning approximately 6.3 kilometers, the Phu My 2 Bridge will connect Ho Chi Minh City and Dong Nai Province, with 4.6 kilometers in HCMC and 1.7 kilometers in Dong Nai. Designed for a speed of 80 km/h, the bridge features eight lanes—six for motor vehicles and two mixed-use lanes. Construction is slated to begin in Q3 2026, with completion and operation expected by 2029.

The Ho Chi Minh City Department of Finance has submitted a proposal to the City People’s Committee regarding Masterise Group’s initiative to research and develop the Phu My 2 Bridge project under a Public-Private Partnership (PPP) model. With an estimated preliminary investment of nearly VND 12,913 billion, the project is poised to establish a strategic connection between Ho Chi Minh City, Dong Nai Province, and Long Thanh Airport.

According to the investor’s proposal, the Phu My 2 Bridge will span approximately 6.3 kilometers, connecting Ho Chi Minh City and Dong Nai Province. The Ho Chi Minh City section will cover 4.6 kilometers, while the Dong Nai section will extend 1.7 kilometers. The bridge is designed with 8 lanes (6 for motorized vehicles and 2 mixed lanes), a speed limit of 80 km/h, and will meet the standards of a special-grade urban road.

The project will be located in Phu Thuan Ward, Tan My Ward, Nha Be Commune in Ho Chi Minh City, and Dai Phuoc Commune in Dong Nai Province.

Starting from Nguyen Huu Tho Street in Ho Chi Minh City, the bridge will cross the Dong Nai River and connect to Lien Cang Road in Dong Nai. The Ho Chi Minh City approach will feature a two-tiered elevated road with connections to Hoang Quoc Viet and Dao Tri Streets. The total land and water area required is approximately 36.3 hectares, with 24.9 hectares in Ho Chi Minh City and 11.4 hectares in Dong Nai.

The investor plans to execute the project under a PPP model, specifically a Build-Transfer (BT) contract. Local budgets from Ho Chi Minh City and Dong Nai will allocate approximately VND 2,130 billion for land clearance, resettlement, and technical infrastructure. The remaining VND 10,782 billion will be funded by the investor.

The proposed Ho Chi Minh City approach of the Phu My 2 Bridge will feature a two-tiered elevated road.

The project timeline includes submitting the investment proposal in Q4/2025, breaking ground in Q3/2026, and completing the bridge for operation by 2029.

The Ho Chi Minh City Department of Construction highlights that the Phu My 2 Bridge will create a new transportation link between Ho Chi Minh City and Dong Nai Province. Combined with the Nguyen Huu Tho Expressway and Road 25C in Dong Nai, it will establish a vital connection between Tan Son Nhat and Long Thanh Airports. Additionally, it will link the South Saigon Urban Area and Nhon Trach New City, fostering development in both regions.

While the investor suggests that the PPP (BT contract) model offers advantages over other investment methods, the Department of Finance notes that the submitted proposal is preliminary. Therefore, the department lacks sufficient basis to evaluate the PPP model’s advantages over alternative investment approaches or the proposed contract type.

Consequently, if the City People’s Committee approves the investor’s proposal, the Department of Finance recommends agreeing in principle to the PPP model without specifying the contract type. Detailed assessments of the investment advantages and contract type will be conducted during the project’s feasibility study phase in collaboration with relevant departments.

During a meeting on October 21, 2025, the Standing Committees of the Ho Chi Minh City Party Committee and the Dong Nai Province Party Committee agreed to strengthen transportation connectivity, particularly with the imminent operation of Long Thanh International Airport (expected by late 2025 or early 2026).

For major transportation projects connecting the two localities, such as the Phu My 2 Bridge and Dong Nai 2 Bridge (Long Hung Bridge), private investor participation is encouraged to mobilize resources for critical infrastructure development.

In conclusion, the Department of Finance recommends that the Ho Chi Minh City People’s Committee approve the investor’s proposal to develop the Phu My 2 Bridge project. Collaboration with Dong Nai Province will be essential to report to both People’s Councils for investment approval.
