Proposed Establishment of an Inter-Sectoral Task Force to Resolve Hurdles in Quang Tri Airport Project

The People’s Committee of Quang Tri Province has officially submitted a proposal to the Ministry of Construction, requesting the establishment of an inter-sectoral working group. This initiative aims to address existing challenges, accelerate investment progress, and ensure the Quang Tri Airport is operational by the target completion date of April 30, 2026.

The Quang Tri Airport project is being implemented under the Public-Private Partnership (PPP) model, approved by the Prime Minister in Decision No. 2148 dated December 20, 2021. The Quang Tri Provincial People’s Committee has been designated as the competent authority for its execution.

Currently, the project is accelerating construction, aiming for completion by April 30, 2026, as directed by the Prime Minister. This key project holds strategic significance for the province’s socio-economic development and enhances regional defense and security.

Deputy Prime Minister Tran Hong Ha has tasked the Ministry of Construction with establishing an inter-ministerial working group, involving relevant ministries and sectors, to support local authorities and investors in completing necessary procedures. This ensures the airport can commence operations immediately upon completion, projected for July 2026.

The Quang Tri Provincial People’s Committee continues to urge the Ministry of Construction to promptly deploy the working group, mobilizing central agencies, local authorities, and businesses to resolve investment hurdles and ensure timely operation.

According to the master plan, Quang Tri Airport is a 4C civilian airport combined with a Level II military airport, designed to handle 1 million passengers and 3,100 tons of cargo annually. It will accommodate Code C aircraft (e.g., A320, A321) and utilize over 316 hectares of land.

Quang Tri Airport Company Limited, the project investor, is currently constructing key components. Phase 1 is expected to complete by late 2026. The investor has proposed upgrading the airport from 4C to 4E to accommodate wide-body aircraft like the A350 for long-term efficiency.

The runway is being designed to meet Code E standards, surpassing the initial Code C specifications.

In late September, the Ministry of Finance proposed the Ministry of Construction adjust the Master Plan for Airport Network Development for 2021-2030, with a vision to 2050, including upgrading Quang Tri Airport from 4C to 4E.

The Ministry of Finance noted that the master plan, approved by the Prime Minister in Decision No. 648 on June 7, 2023, has undergone three revisions. The upgrade aligns with Deputy Prime Minister Tran Hong Ha’s directives and Prime Minister Pham Minh Chinh’s vision for accommodating A350 aircraft, as well as local proposals.

The Ministry of Finance also urged the Ministry of Construction to collaborate closely with the Quang Tri Provincial People’s Committee to clarify the investment’s necessity and efficiency, ensuring infrastructure integration aligns with double-digit economic growth goals and provincial administrative restructuring.

Upon completion, Quang Tri Airport is expected to drive growth in North-Central Vietnam, expand economic, tourism, and trade opportunities, and significantly enhance security and defense in the strategic Central region.
