Revitalizing Construction Efforts on the Chi Thanh-Van Phong Expressway

The Ministry of Construction has issued a directive urging the Project Management Unit 7 to accelerate the construction progress of the Chi Thanh - Van Phong section, a key component of the North-South Eastern Expressway project for the 2021-2025 period. The goal is to ensure the segment’s completion by December 19, 2025.

The Chi Thanh – Van Phong section of the North-South Eastern Highway Project (Phase 2021-2025) is scheduled for completion by December 19, 2025. This project is crucial for achieving the government’s target of 3,000 km of highways, as outlined in the 13th National Party Congress Resolution.

Deputy Prime Minister Nguyen Thanh Long has closely monitored the project, conducting multiple inspections and issuing directives. The Ministry of Construction has urged the project management unit and contractors to complete all sections without weak soil issues by September 30, 2025, to focus resources on the remaining segments.

Slow Progress Threatens Timely Completion

However, only Package XL01 is on schedule, while Package XL02 faces significant delays, risking the project’s timely completion.

The main causes include inadequate adherence to government directives by Project Management Unit 7 (PMU 7), insufficient resource allocation by some contractors, and poorly coordinated construction efforts. Some contractors are overcommitted, using resources for multiple projects, further hindering progress.

“Without immediate changes, the project cannot meet its deadline,” the Ministry of Construction warns.

To ensure completion by December 19, 2025, the Ministry demands that PMU 7, contractors, and consultants prioritize this as a top political task, reflecting their “honor and responsibility.”

Strengthening Project Management

PMU 7 must improve project management, address non-compliance with government directives, and ensure full accountability for the project’s timeline and quality.

Contractors are required to work in “3 shifts, 4 teams” to meet weekly targets: complete subgrade works by November 25, 2025, and asphalt paving with safety systems by December 10, 2025.

PMU 7 leaders must oversee operations on-site daily, addressing delays promptly. Non-compliant contractors will face immediate workload reassignment to maintain project progress.

Preventing Equipment Removal

PMU 7 must prevent contractors from removing equipment prematurely. Subcontractors must mobilize resources by October 25, 2025, with all contractors sharing resources to meet deadlines.

Administrative units must expedite design approvals, material pricing, and payments to ensure uninterrupted construction. Quality control units will rigorously inspect and rectify any deficiencies to ensure compliance with standards.

The Ministry of Construction requires consultants to finalize traffic management plans by October 28, 2025, and conduct safety assessments before the project’s inauguration.

Contractors such as Trung, Bac Trung Nam, and CC1 are criticized for insufficient effort and resource allocation. Senior management must directly oversee operations, ensuring daily and weekly targets are met.

Continuous construction methods must be employed, with materials and equipment fully mobilized by November 20, 2025. The State Quality Inspection Agency will monitor progress and quality, ensuring the project is ready for operation by December 19, 2025.

The Investment Management Agency will oversee on-site progress, addressing issues promptly to meet project goals.

The Chi Thanh – Van Phong Expressway, spanning over 48 km in Dak Lak Province, connects Chi Thanh Interchange with National Highway 1 and Van Phong – Nha Trang Expressway. With an investment of nearly VND 11 trillion, the project began in 2023 and is set to complete in Q4 2025.
