Vietnam’s Ministry of Public Security is investigating a criminal case involving “Violations of Bidding Regulations Causing Serious Consequences; Bribery; and Receiving Bribes” at Cong Minh Green Tree Company Limited and various provinces and cities.
In connection with the case, the investigation agency has issued a special arrest warrant for Nguyen Cong Minh (born in 1972, native of Ha Tinh, residing in Binh Phuoc province). Mr. Nguyen Cong Minh is the Chairman of the Board of Directors of Cong Minh Green Tree Corporation.
The Ministry of Public Security urges the defendant Nguyen Cong Minh to surrender to receive leniency under the law.
According to initial investigation results, Cong Minh Green Tree Company colluded with investors to participate in setting bid prices from the project planning stage. After the contract price was approved, the company was designated as the winning bidder or used other legal entities within its system to participate in the bidding and win the contract.
The investigation agency determined that Cong Minh Green Tree Company established over 40 subsidiary companies, managed under a parent-subsidiary model. These companies have independent legal status.

To date, the investigation agency has determined that the defendants in this case have caused a loss of approximately 100 billion VND to the State.
A representative from the Ministry of Public Security stated that Cong Minh Green Tree Company has executed over 600 bidding packages nationwide, with a total value of approximately 3,500 billion VND, of which about 3,000 billion VND has been paid.
The Ministry of Public Security has requested provinces, cities, and enterprises to provide documents to clarify the actions and responsibilities of the individuals involved.
Cong Minh Green Tree Company was established in 1993, originally as a production and trading facility for plant varieties and urban green trees in Dong Nai province, then relocated to Phuoc Long district, Song Be (now Binh Phuoc province).
In 1999, the company established an additional facility for green trees, ornamental plants, and plant varieties in Dong Xoai City, Binh Phuoc province. From 2006, Cong Minh Company expanded into dredging drainage systems, constructing sidewalks, concrete yards, and street lighting. The scale and total investment of the company’s projects have increased annually.
According to VietNamNet’s compilation, in Ho Chi Minh City, in June 2022, the Urban Management Department (Thu Duc City People’s Committee) approved the bid selection results for the tree care project in the city for 2022-2023, valued at over 64 billion VND. The joint venture between District 2 Public Service One-Member LLC, Green Environment Construction Company, and Cong Minh Company won the bid with a contract value of over 51.7 billion VND.
Subsequently, in July 2022, the Urban Management Department approved the bid selection results for the drainage system dredging project in Thu Duc City for 2022-2023, with an invited bid value of 94.8 billion VND. The joint venture between District 2 Public Service One-Member LLC, Cong Minh Company, and Ha Thanh Construction Investment Consulting JSC won the bid with a contract value of 92.9 billion VND.
In Long An, in April 2022, the Urban Upgrade Project Management Board of Tan An City approved the bid package for urban electricity and lighting services for the joint venture between Cong Minh Company and Thien Minh Lighting JSC, with a winning bid value of 10.1 billion VND.
In Binh Duong, in March 2021, the Management Board of the Provincial Administrative Center approved the bid results for the tree planting and replacement package around the Provincial Administrative Center. The joint venture between Cong Minh Company and Duy Tan Environment Construction and Trading LLC won the bid with a value of 9.45 billion VND.
In Binh Phuoc, in January 2022, the Dong Xoai City Public Works Enterprise selected Cong Minh Company as the bidder for the tree and lawn maintenance package in Dong Xoai City for 2022, with an invited bid value of over 24.78 billion VND. Cong Minh Company’s winning bid was 24.68 billion VND.
In January 2020, the joint venture between Cong Minh Company and Huy Hoang Construction and Trading Consulting One-Member LLC was notified by the Phu Rieng District Economic Infrastructure Department as the winning bidder for the tree planting and central park infrastructure construction package, with a bid value of 6.13 billion VND.
In Dak Nong province, Cong Minh Company executed several tree planting and care packages. Specifically, two packages were won in joint ventures with Nghia Ha Construction Company: the package for urban road cleaning, flower garden maintenance, drainage channel clearing, weed control around Ho Tay and the urban area of Dak Mil town, and the operation of the public lighting system in Dak Mil district for 2020-2021 (winning bid value over 1.7 billion VND).
Additionally, there was the package for operating the public lighting system in Dak Mil district for 2021-2022 (winning bid value over 2.8 billion VND).
Two packages were won independently by the company: the construction of the central flower garden in Dak Mam town, Krong No district, in 2018, valued at over 8 billion VND, and the construction of the green tree garden area at the Border Guard overpass in Dak Nong province (National Highway 14, through Gia Nghia town), valued at over 6 billion VND in 2018…
