On October 26, 2025, Minister of Industry and Trade Nguyen Hong Dien, accompanying the Prime Minister at the 47th ASEAN Summit and related meetings in Kuala Lumpur, Malaysia, held a meeting with U.S. Deputy Secretary of State for Economic, Environmental, and Energy Affairs Jacob Helberg.
During the meeting, both officials engaged in discussions on the economic and trade partnership between Vietnam and the United States, exploring sectors with high potential for growth. They agreed that despite challenges, the Comprehensive Strategic Partnership between the two nations continues to thrive and strengthen.
The year 2025 marks the 30th anniversary of the normalization of diplomatic relations (1995-2025) and the 2nd anniversary of the establishment of the Comprehensive Strategic Partnership framework (2023-2025). This milestone not only signifies a significant achievement but also highlights the remarkable growth of Vietnam-U.S. relations, ushering in a new era of deeper, more substantive, and strategic cooperation.
Deputy Secretary Jacob Helberg expressed interest in collaborating on artificial intelligence (AI), enhancing supply chain resilience, and developing new energy sources. Minister Nguyen Hong Dien emphasized that AI is a key driver for improving productivity and national competitiveness, advocating for practical cooperation in training, standards, and technology transfer. He highlighted Vietnam’s policies to foster innovation and its eagerness to learn from and partner with developed nations like the U.S.

Regarding supply chains, Minister Nguyen Hong Dien affirmed Vietnam’s commitment to diversifying input sources for manufacturing. In energy, he outlined Vietnam’s policies and sought U.S. support for large-scale renewable energy projects, green financing, and technology transfer.
Minister Nguyen Hong Dien also raised concerns about the U.S. National Oceanic and Atmospheric Administration’s (NOAA) non-recognition of equivalence for 12 key Vietnamese fisheries, which threatens the livelihoods of hundreds of thousands of workers and undermines the international standing of Vietnam’s seafood industry. He urged the U.S. to address Vietnam’s request for market economy status recognition and removal from export restriction lists D1 and D3 for high-tech products. The U.S. acknowledged these concerns and pledged to review them thoroughly.
Concluding the meeting, both sides agreed to task technical teams with studying cooperation possibilities for future discussions.
