Abandoned Prime Land in the Heart of Ho Chi Minh City: An Aerial Perspective

On October 27, as reported by Tien Phong Newspaper, the vast land is overgrown with weeds, interspersed with dilapidated old houses. Surrounding this “forgotten” plot is a bustling urban area with full amenities, located in the heart of Thu Dau Mot Ward, Ho Chi Minh City.

According to the reporter’s investigation, in 2007, the People’s Committee of Binh Duong Province (formerly) approved Tan Vu Minh Company to invest in the 21st Century Residential Area project, covering nearly 24 hectares. The project was expected to transform the modern and neat urban landscape of Thu Dau Mot City, Binh Duong (formerly).

By 2015, Tan Vu Minh Company’s project was halted due to slow land acquisition, leading to a request for the Binh Duong Provincial People’s Committee to revoke the project, which was approved. Since then, the lives of residents in the project area have been severely affected due to planning restrictions, preventing them from rebuilding their deteriorating homes.

After revoking the residential area project, the People’s Committee of Binh Duong Province (formerly) planned to use this land for Phu Cuong Park combined with a resettlement housing area, but this plan was never implemented.

The Phu Cuong Park and resettlement housing project could not proceed due to a lack of consensus on planning boundaries and the location of the resettlement area, preventing the detailed 1/500 planning from being established.

Regarding the handling of this long-abandoned land, the former Binh Duong Provincial People’s Committee previously assigned the Department of Construction and Thu Dau Mot City to study zoning plans for two options. Option 1: Planning a landscape regulation lake center through bidding. Option 2: Allowing residents to resettle immediately in the area, with compensation if the state later implements a project.

The Department of Construction of Binh Duong Province was then asked to study and find the most convenient option for residents. However, before one of the two options could be chosen, Binh Duong Province merged with Ho Chi Minh City, leaving this project unresolved to this day.

According to the representative of the Planning Department – Ho Chi Minh City Department of Construction, after the merger of localities, the city is redoing the overall general planning. Therefore, the status of this land must wait until the new general planning is available to determine the next steps.
