Retirement Age in 2025
According to current regulations under Article 169, Clause 1 of Article 219 of the 2019 Labor Code and Decree 135/2020/NĐ-CP, effective from January 1, 2021, the retirement age for workers in normal working conditions is 60 years and 3 months for men and 55 years and 4 months for women.
Thereafter, the retirement age increases by 3 months each year for men until reaching 62 years in 2028, and by 4 months each year for women until reaching 60 years in 2035.
Thus, the retirement age in 2025 for workers in normal working conditions is as follows:
– Men: 61 years and 3 months
– Women: 56 years and 8 months.
However, the law also stipulates certain cases where early retirement is allowed before the above ages.

Early Retirement Conditions from July 1, 2025
Cases Eligible for Early Retirement by 5 Years
Based on the provisions of Articles 64 and 65 of the 2024 Social Insurance Law (SI), the following cases are eligible for early retirement by 5 years (i.e., men at 56 years and 3 months; women at 51 years and 8 months at the time of retirement):
– Workers with at least 15 years of compulsory social insurance contributions in hazardous, dangerous, or extremely hazardous jobs as listed, or those working in areas with particularly difficult socio-economic conditions, including time worked in areas with a regional allowance coefficient of 0.7 or higher before January 1, 2021;
– Workers with at least 15 years of compulsory social insurance contributions and a labor capacity reduction of 61% to less than 81%;
– Officers and professional military personnel of the People’s Army; Officers, non-commissioned officers, and technical personnel of the People’s Public Security;
Personnel in cipher services receiving military-equivalent salaries; non-commissioned officers and soldiers of the People’s Army; non-commissioned officers and soldiers of the People’s Public Security serving under fixed-term contracts;
Military, public security, and cipher service cadets receiving stipends (also known as personnel in the military and public security sectors).
Cases Eligible for Early Retirement by 10 Years (men at 51 years and 3 months; women at 46 years and 8 months at the time of retirement)
Articles 64 and 65 of the 2024 SI Law also outline cases eligible for early retirement by 10 years, including:
– Workers with at least 15 years of compulsory social insurance contributions in underground coal mining as defined by the Government;
– Military and public security personnel with at least 15 years of compulsory social insurance contributions in hazardous, dangerous, or extremely hazardous jobs as listed, or those working in areas with particularly difficult socio-economic conditions, including time worked in areas with a regional allowance coefficient of 0.7 or higher before January 1, 2021;
– Workers with at least 15 years of compulsory social insurance contributions and a labor capacity reduction of 81% or more.
Early Retirement Under Decree 178/2024/NĐ-CP
According to Article 7 of Decree 178/2024/NĐ-CP, individuals approved for early retirement due to organizational restructuring will receive support such as a one-time pension allowance, allowances for early retirement years, and allowances based on compulsory social insurance contribution periods.
Upon retirement, these individuals will receive pension benefits as per social insurance laws, with the advantage of no pension reduction due to early retirement.
For those aged 2 to 5 years below the retirement age specified in Decree 135/2020 and with sufficient compulsory social insurance contribution periods to qualify for a pension, the following benefits apply:
– No pension reduction due to early retirement;
– A 5-month salary allowance for each year of early retirement compared to the stipulated retirement age; A 5-month salary allowance for the first 20 years of compulsory social insurance contributions. From the 21st year onward, an additional 0.5-month salary allowance for each year of compulsory social insurance contributions.
The early retirement policy without pension reduction aims to protect the rights of workers in special circumstances and encourage organizational restructuring and workforce streamlining. However, workers must clearly understand the conditions and procedures to fully and accurately benefit from this policy.
