Former FLC Chairman Trinh Van Quyet Completes Civil Judgment Obligations

The Deputy Director of the Civil Judgment Enforcement Agency under the Ministry of Justice announced that Mr. Trinh Van Quyet, former Chairman of FLC Group, has fully fulfilled his civil judgment enforcement obligations.

On the afternoon of October 27th, Mrs. Trần Thị Phương Hoa, Deputy Director of the Department of Civil Judgment Execution under the Ministry of Justice, provided updates regarding the civil judgment execution of Mr. Trịnh Văn Quyết, former Chairman of FLC Group.

According to Mrs. Hoa, Mr. Trịnh Văn Quyết has fully completed all financial obligations mandated by the court, including joint compensation payments to other defendants.

Recently, the Hanoi Civil Judgment Execution Department issued a certification to Mr. Trịnh Văn Quyết for fulfilling financial obligations related to the enforceable judgment in the case involving FLC Group.

Mrs. Hoa noted that the Hanoi Civil Judgment Execution Department previously received a voluntary request from Mr. Quyết regarding his financial obligations.

Based on Article 53 of the Civil Judgment Execution Law, the department issued a certification for Mr. Quyết’s proactive fulfillment of these obligations.

Regarding the compensation exceeding 1.78 trillion VND paid by Mr. Quyết to the victims, the Hanoi Civil Judgment Execution Department is continuing to disburse funds to claimants who have filed execution requests.

Concerning potential sentence reduction for the former FLC Chairman, Mrs. Hoa clarified that her department does not oversee this matter. However, under Vietnamese law, sentence reductions may occur through provisions in the Penal Code or presidential pardons under the Amnesty Law.

A key condition for amnesty eligibility is full compliance with civil judgment execution requirements. As of mid-August 2025, Mr. Quyết has paid 200,000 VND in first-instance criminal court fees, a 4 billion VND fine, and over 1.4 billion VND in joint first-instance civil court fees.

Additionally, Mr. Quyết voluntarily contributed nearly 9.6 billion VND to the state treasury. The Hanoi Civil Judgment Execution Department certified his completion of civil obligations based on his and his family’s request.
