Recently, the People’s Committee of Ho Chi Minh City has issued a detailed plan for the implementation of Component Project 3, focusing on the investment, renovation, and upgrading of National Highway 22 (from An Suong Intersection to Ring Road 3) through a public-private partnership (BOT contract).
This project is a key transportation initiative under Resolution 98/2023/QH15, which grants the city special mechanisms to invest in BOT projects for existing infrastructure, aiming to revolutionize urban transportation development.
In February 2025, the City Council approved the investment policy for the project. The upgrade of National Highway 22, spanning approximately 8 km, currently features a road width of only 36-40 meters, with 2 car lanes and 1 motorcycle lane on each side. This route has long been a traffic bottleneck at the northwestern gateway of the city, frequently experiencing congestion and accidents, especially during peak hours.

Upon completion, National Highway 22 will be widened to 60 meters, featuring 10 traffic lanes. The central 4 lanes will be dedicated to cars with a maximum speed of 80 km/h, while the outer 6 lanes will have a speed limit of 60 km/h, effectively separating vehicle flows and enhancing safety.
Additionally, 7 overpasses will be constructed at critical intersections such as Nguyen Anh Thu, Nguyen Thi Soc – Nha Vuong, Le Thi Ha, Tran Van Muoi – Ba Trieu, Ly Thuong Kiet – Nguyen Van Bua, Nguyen Thi Nuoi, and Duong Cong Khi – Le Loi. These overpasses will create a seamless traffic network, reducing intersection conflicts and prolonged congestion.
The total investment for the project amounts to 10,424 billion VND. According to the plan approved by the People’s Committee, construction is set to begin in Q3-2026, with completion and operation expected in 2028.
To ensure timely progress, the Chairman of the People’s Committee has directed relevant departments, agencies, and local authorities to prioritize resource allocation and closely collaborate on land clearance and investment organization.
The Department of Construction will serve as the coordinating agency, responsible for monitoring and synthesizing implementation progress. Any issues beyond their authority must be promptly reported to the People’s Committee for further guidance and decision-making.
The renovation and upgrade of National Highway 22 will fundamentally address long-standing congestion and accidents in the northwestern area while establishing seamless connectivity with strategic routes such as Ring Road 3, Ring Road 4, and the HCMC-Moc Bai Expressway.
Upon completion, the project is expected to significantly boost socio-economic development, expand urban spaces, and propel HCMC’s transportation infrastructure toward a modern, integrated, and sustainable future.

How is Ho Chi Minh City’s Largest Land Reclamation Urban Area Being Constructed?
The 2,870-hectare reclaimed urban area in Cần Giờ is nearly complete. Construction of low-rise residential areas, a golf course, theater, and entertainment zones within this mega-reclaimed city will commence by year-end. Phase two, focusing on road infrastructure and technical facilities, is slated to begin in mid-2026.
