The Central Military Procuracy has issued an indictment, charging two former chairmen of Khanh Hoa Provincial People’s Committee and seven others in a case involving “violations of land management regulations” and “fraud to appropriate property” at the former Nha Trang Airport.

In this case, the Central Military Procuracy has charged Nguyen Van Hau, also known as Hau “Pháo,” Chairman of Phuc Son Company, and two others with Fraud to Appropriate Property.
The two former Chairmen of Khanh Hoa Provincial People’s Committee, Nguyen Chien Thang and Le Duc Vinh, are charged with Violations of Land Management Regulations. The same charge has been brought against former Vice Chairman of Khanh Hoa Province Dao Cong Thien and former Director of the Department of Natural Resources and Environment Vo Tan Thai.
Former Deputy Director of the Operations Department (Ministry of National Defense), former Major General Hoang Viet Quang, and former Major General Nguyen Duy Cuong, former Principal of the Air Force Officer School, are also charged with Violations of Land Management Regulations.
According to the indictment, from 2015 to 2024, the defendants Thang, Vinh, their subordinates at the Khanh Hoa Provincial People’s Committee, and the two former Major Generals Hoang Viet Quang and Nguyen Duy Cuong violated land management regulations. This occurred when the Government, the Central Military Commission, and the Ministry of National Defense approved the conversion of land use at Nha Trang Airport (Khanh Hoa Province) from defense land to local socio-economic development. However, the land had not yet been approved by the Prime Minister for arrangement and handling of state-owned properties.
The indictment states that during the transfer of approximately 186.2 hectares of defense land at Nha Trang Airport to the Khanh Hoa Provincial People’s Committee, the defendants allegedly violated legal procedures and did not comply with the Prime Minister’s directives or the agreed-upon views between the Ministry of National Defense and the Provincial People’s Committee. As a result, nearly 63 hectares of defense land were transferred to Phuc Son Company in violation of regulations, causing losses to the state in the management and use of defense land.
The indictment further details that immediately after receiving investment certificates from the Khanh Hoa Provincial People’s Committee for two projects—a hotel and commercial center complex, and a residential and villa complex—in June 2015, Phuc Son Company began planning and raising capital through investment contribution contracts. This was done despite the fact that the Khanh Hoa Provincial People’s Committee had not yet approved the company’s planning.
According to the indictment, in 2016, Hau “Pháo” issued decisions, notices, and signed contracts for the “process of transferring land use rights with invested infrastructure” with customers without fulfilling the agreed commitments.
Prosecutors allege that Nguyen Van Hau signed over 980 contracts with 683 individuals, collecting more than 7,000 billion VND. Of this amount, nearly 6,000 billion VND was recorded in the company’s books. Hau then directed employees to legalize the sale of 211 land plots to Tran Huu Dinh, who resold them to customers to profit from price differences.
Additionally, Hau instructed Nguyen Thi Hang to keep over 1,000 billion VND off the company’s books for personal use.
