Hanoi: No More Crowded Queues for Social Housing Applications Following Developer’s Initiative

Just days ago, hundreds of residents lined up as early as 2:00–3:00 AM to secure queue numbers for submitting applications to purchase NOXH Uy Nỗ apartments. However, following swift action by the 319 Corporation under the Ministry of National Defense (the project investor), this issue was resolved by the morning of October 28th.

Around 9 a.m. on October 28th, we arrived at the application submission point for the Uy No Social Housing Project (Dong Anh District, Hanoi). At that time, only a dozen people were still in line waiting for their queue numbers. By nearly 10 a.m., there were no more residents waiting outside the submission point.

Lieutenant Colonel Nguyen Van Dung, Deputy Director of the Project Management Board (Corporation 319), stated that since October 21st, the developer began accepting applications for the Uy No Social Housing Project. From that day, a large number of customers lined up to submit their applications. Among them were individuals who arrived early in the morning, including elderly citizens over 80 years old. However, the unit could not process all applications, so some customers had to return 2-3 times.

With the goal of providing the best support to residents, starting from October 28th, the developer decided to issue queue numbers to all customers submitting applications. After receiving the ticket, customers could go to work or handle personal matters, returning to submit their documents when their number was called. For example, on the morning of October 28th, the developer issued 50 tickets, with numbers 1-25 processed in the morning and 26-50 in the afternoon. If a customer had ticket number 50, they could go to work, return home, and come back to the submission point near the end of the afternoon to submit their application, explained Lieutenant Colonel Nguyen Van Dung.

“This approach allows us to avoid arriving early, pushing, and waiting, which can affect our health. Instead, after obtaining a number, we can go to a café to work or even return home to rest, coming back to the submission point when it’s nearly our turn,” shared Ms. Nguyen Thi Thanh, a customer.

Additionally, project officers, including Lieutenant Colonel Nguyen Van Dung himself, provided dedicated guidance to customers on completing and verifying information and documents before submission. This significantly reduced the workload for receiving officers.

Also on the same morning, the leadership of Corporation 319, Ministry of National Defense, directly inspected the application submission process for the Uy No Social Housing Project. After the inspection, the corporation’s leadership highly appreciated the innovative approach of the Project Management Board in handling applications and the project’s progress.

The Uy No Social Housing Project consists of 4 nine-story buildings, 1 basement, and 1 tum, with a total of 466 apartments. The tentative selling price is approximately 20.6 million VND per square meter (excluding maintenance fees). The project is expected to be handed over in the fourth quarter of 2026. Currently, the buildings have been topped out and are in the finishing stage (as of 10 a.m. on October 28th).
