The Ho Chi Minh City Tax Department has issued an announcement (No. 11191/TB-TPHCM) publicly disclosing information about 31,655 businesses and individuals owing tax arrears and other state budget-related dues as of September 2025.
The total outstanding amount exceeds VND 25,356 billion. This disclosure is in accordance with the Law on Tax Administration (2019) and Decree 126 (2020), applicable to cases with tax debts overdue by more than 90 days.

Topping the list is Xuyen Viet Oil Trading Transport and Tourism LLC with arrears exceeding VND 1,828 billion. Another petroleum-related entity, Bach Khoa Viet Trading-Consulting-Investment-Construction JSC, owes VND 249 billion.
Immediately following are major real estate firms. Golden Hill Investment JSC owes over VND 1,568 billion; Song Tien Real Estate Development JSC owes VND 1,164 billion; Housing Development and Trading Corporation (HDTC) owes VND 840 billion; and Ha An Real Estate Investment and Trading JSC owes VND 248 billion. BCG Land JSC, another industry heavyweight, owes VND 71.2 billion.
Notable names across sectors also appear. Ho Chi Minh City One-Member LLC for Parks and Trees (a state-owned enterprise) owes VND 343 billion. In education, G Sai Gon Education JSC (linked to AIS International School) owes VND 85.7 billion. Among consumer goods firms, Tan Tan JSC (Tan Tan peanuts) owes VND 64.1 billion; Rang Dong Holding JSC owes VND 60.9 billion; and Asanzo Group JSC owes VND 56.2 billion.
