Over 5 Million Household Businesses to Halt Lump-Sum Tax Payments Starting 2026

Starting from 2026, business households in Vietnam will transition from lump-sum tax payments to self-declared tax filings. However, the implementation of electronic invoicing has faced significant challenges, primarily due to the majority of small traders being elderly and less tech-savvy.

Tuyết Như’s grocery store in Tây Thạnh Ward, Ho Chi Minh City, has been operating for nearly a decade. Previously, tax payments were straightforward for her, as the tax authority determined the lump-sum amount, and she paid accordingly.

Under the new regulations, business households are required to issue electronic invoices. To comply, Như plans to purchase a laptop, barcode printer, and A4 printer for invoice documentation, as well as hire an accountant.

Đặng Hồng Thủy, Director of Trade Development at One Mount Distribution, notes that Vietnam has over 5.2 million individual business households, contributing approximately 30% to the GDP and employing tens of millions of workers. This sector, often referred to as the lifeblood of the national consumer economy, faces new challenges with the widespread digital transformation.

According to Thủy, the mandate for electronic invoicing, transparent sourcing, and the elimination of lump-sum taxes from January 1, 2026, presents a management capability challenge. Business households must adapt and align with the times. One Mount Distribution has already launched a tailored technology solution for small traders.

Speaking at the “Retail Digitalization and OneShop Brand Launch” event on October 27, Lê Huỳnh Minh Tú, Deputy Director of the Ho Chi Minh City Department of Industry and Trade, stated that the city aims for the digital economy to account for 40% of GRDP by 2030, with the retail sector playing a leading role.

To achieve this goal, the Department of Industry and Trade is implementing various digital transformation initiatives, including building a digital ecosystem for the trade and distribution sector. This ecosystem connects businesses, suppliers, distributors, logistics providers, and consumers on a shared data platform. Traditional markets and retail channels are being digitized, enabling small traders and businesses to adopt cashless payments, e-commerce, and modern business support platforms.

“We are collaborating with technology and investment partners, including One Mount and others, to develop smart retail models, digital supply chains, and interconnected industry data,” said Tú.
