The Central Military Procuracy has issued an indictment, transferring the entire case file of violations related to the Nha Trang (old) airport project in Khanh Hoa province to the Military Court of Military Zone 5 for trial.
Prosecutors have charged Nguyen Van Hau, also known as Hau “Pháo,” former Chairman of Phuc Son Group Joint Stock Company, with Fraud to Appropriate Property.
Also charged with Fraud to Appropriate Property are Nguyen Thi Hang, Deputy CEO of Phuc Son Group, and Tran Huu Dinh, Director of Nam A Investment Joint Stock Company.
Nguyen Chien Thang, Le Duc Vinh (both former Chairmen of Khanh Hoa Provincial People’s Committee), Dao Cong Thien (former Vice Chairman of Khanh Hoa Provincial People’s Committee), and Vo Tan Thai (former Director of Khanh Hoa Department of Natural Resources and Environment) have been charged with Violation of Land Management Regulations.
Former Deputy Director of the Operations Department (Ministry of National Defense), former Major General Hoang Viet Quang, and former Major General Nguyen Duy Cuong, former Principal of the Air Force Officer School, have been charged with Violation of Land Management Regulations.
The Central Military Procuracy has classified this as an extremely serious case. The defendants, holding positions and authority within the Ministry of National Defense and Khanh Hoa Provincial People’s Committee, failed to fulfill their responsibilities in land recovery, handover, and project allocation to investors.
This led to Nguyen Van Hau and his accomplices exploiting the situation by signing land transfer contracts and mobilizing capital unlawfully, thereby appropriating others’ property.
According to the charges, the Chairman of Phuc Son Group was aware that the military land at Nha Trang airport had not been arranged by the Prime Minister, and there were no decisions on land recovery or allocation. Nguyen Van Hau also knew that the Nha Trang Urban Commercial-Service-Financial-Tourism Center project had not been recognized by the Khanh Hoa Provincial People’s Committee, and no investor had been assigned or land allocated…
However, Nguyen Van Hau still directed his staff to organize media campaigns and introduce the project to customers as having completed all legal procedures, proceeding with sales distribution activities.
By the time the Investigation Agency of the Ministry of National Defense initiated the case, the Chairman of Phuc Son Group had signed 983 land use rights transfer contracts with 683 individuals, collecting a total of over 7,000 billion VND.
Of this amount, nearly 6,000 billion VND was recorded in Phuc Son Company’s books, while over 1,000 billion VND was kept off the books under Hau’s instructions.

The Central Military Procuracy has also issued a decision to seize 1,422 land use right certificates under the names of organizations and individuals; 1 Mercedes S600 car registered under Phuc Son Group Joint Stock Company; 501 pieces of yellow metal (seized from Nguyen Van Hau); and 33 pieces of yellow metal seized from Nguyen Thi Hang.
The procuracy acknowledged defendant Nguyen Thi Hang’s request to use 200 million VND from her frozen account and her brother Nguyen Thanh Tung’s contribution of 20 million VND to mitigate the consequences of the case.
The Central Military Procuracy has decided to seize all remaining funds of Nguyen Van Hau after fulfilling the obligations of the first-instance judgment No. 466/2025 of the Hanoi People’s Court to ensure enforcement of the judgment.
During the process, the procuracy noted Hau’s request to sell 501 pieces of yellow metal to pay 60 billion VND in compensation. Therefore, the procuracy decided to return this property to Hau. To date, Hau has paid 60 billion VND into the enforcement agency’s account.
Additionally, the investigation agency has seized nearly 9 billion VND belonging to other defendants and individuals related to this case.
Previously, in July 2025, defendant Nguyen Van Hau was sentenced by the Hanoi People’s Court to 30 years in prison for bribery, violating bidding regulations causing serious consequences, and violating accounting regulations causing serious consequences in the case involving Phuc Son Group and multiple provinces and cities.

Trịnh Xuân Hạnh (born 1976), a former official at the Institute of Economic and Environmental Management under the Vietnam Union of Science and Technology Associations, has been sentenced to 14 years in prison. The court found him guilty of embezzling billions of dong by promising to secure land titles for citizens.
