Proposed Expansion of Cau Gie – Ninh Binh Expressway to 6 Lanes

After over a decade of operation, the Cau Gie - Ninh Binh Expressway is severely congested, with vehicle traffic increasing by an average of more than 10% annually. The Vietnam Expressway Corporation (VEC) has submitted a proposal to the Prime Minister, requesting to be designated as the lead agency for expanding the route from four to six lanes.

According to VEC, the Cau Gie – Ninh Binh Expressway (Km210+000 – Km260+030), spanning 50 km, has been operational since 2012 with a capacity of 4 lanes. Over the past decade, vehicle traffic on this route has increased by an average of 10% annually, leading to frequent congestion, especially during holidays and Tet.

VEC reports that the expressway has reached its maximum capacity and risks becoming a bottleneck on the North-South Eastern Highway axis. This is particularly critical as the connecting segments, Phap Van – Cau Gie and Cao Bo – Mai Son, have already been expanded or are being expanded to 6 lanes.

Surveys reveal that the Dai Xuyen – Phu Thu segment (Km210+000 – Km226+200) has exceeded its traffic capacity by 20-40%, while the Phu Thu – Cao Bo segment (Km226+200 – Km260+030) is also at full capacity, necessitating an upgrade by 2027.

Mr. Truong Viet Dong, Chairman of VEC’s Board of Members, stated that expanding this expressway will enhance the overall capacity of the North-South Eastern Highway, optimize public investment efficiency, and drive economic growth.

“Allocating a portion of the state budget to this project will leverage the role of state-owned enterprises, improve capital utilization, and contribute to achieving a GDP growth target of 8% or higher,” Mr. Dong emphasized.

VEC’s proposal outlines a phased investment approach: Phase 1 (by 2027) involves expanding the entire route to 6 lanes to meet demand until 2038; Phase 2 (post-2038) will further expand it to 10 lanes, aligning with the national road network plan.

The total investment for Phase 1 is approximately VND 3,013 billion, with construction costs exceeding VND 2,000 billion.

Under the 2025 Law on State Capital Management and Investment in Enterprises, VEC can mobilize up to VND 115,854 billion, sufficient to execute expansion projects, including the Cau Gie – Ninh Binh route.

The project is scheduled to commence in Q3/2026 and be completed by Q4/2027, or as directed by the Prime Minister.

VEC’s leadership asserts that expanding the Cau Gie – Ninh Binh Expressway will not only eliminate traffic bottlenecks but also enhance transport capacity, foster socio-economic development in the Northern region, and improve the efficiency of the entire North-South Expressway.
