“Tunnel King” Deo Ca Faces Delays in VND 700 Billion Contract for Tuyen Quang – Ha Giang Expressway Project

Delays in land clearance for the high-voltage power line project are raising concerns among contractors about meeting the December 19th deadline for Package XL-24 of the Tuyen Quang - Ha Giang Expressway.

According to Deo Ca Group, on October 22nd, a delegation led by Mr. Tran Chung, Vice Chairman of the Advisory Board, and Mr. Bui Van Ha inspected the XL-24 contract package of the Tuyen Quang – Ha Giang Expressway project. They also met with the project’s management board.

On-site, the delegation surveyed key components such as the National Highway 37 Overpass, O Ro Bridge, National Highway 2 Overpass, and the Km48 Viaduct—critical points directly impacting the project’s overall timeline.

The management board reported that the site currently employs approximately 340 engineers and workers, along with 120 construction machines and equipment, operating across 40 work fronts. The completed work value stands at 340 out of 532 billion VND, equivalent to 66% of the contract package. By December 19, 2025, the bridge decks and approach roads at these key locations are expected to be completed, enabling technical connectivity.

However, the management board noted several challenges. At O Ro Bridge, 44 out of 46 bored piles have been completed. Construction in this area faces obstacles due to high-voltage power lines and difficulties in transporting beams from the main road to the bridge site.

Similarly, at the National Highway 2 Interchange Overpass, the contractor has completed 35 out of 44 bored piles and 29 out of 30 Super T beams. However, the weathered and fractured rock geology has complicated pile foundation drilling, delaying progress.

Mr. Tran Chung instructed the contract package’s management board to submit a detailed report to the Group’s Executive Board for communication with the People’s Committee of Tuyen Quang Province and, if necessary, to the Government’s Steering Committee for Key Projects.

“Delays in clearing the high-voltage power line right-of-way pose a direct risk of derailing the entire contract package’s timeline,” Mr. Tran Chung emphasized.

At other locations, such as the National Highway 37 Overpass (Km36+990) and the Km48+31.50 Viaduct, the joint venture contractor is accelerating work on various components.

“The joint venture is expediting the supply of missing materials to the site. We are also coordinating with the investor and supervision consultant to establish transportation routes and begin beam installation by late November, ensuring the technical connectivity goal is met by December 19,” said Mr. Le Duc Tranh, Director of the Contract Package Management Board.

The Tuyen Quang – Ha Giang Expressway (Phase 1), spanning 77 km, is divided into six construction packages (XL19-XL24). Initially budgeted at 10 trillion VND, the project’s investment was later adjusted to 13.8 trillion VND. This large-scale project is vital for the socio-economic development of Tuyen Quang Province and the broader Northeast and Northwest regions.

The XL24 contract package, valued at approximately 736 billion VND, is executed by a joint venture led by Deo Ca Group, encompassing 22 bridges along the route.
