Deputy Prime Minister Le Thanh Long Inspects Progress of Two Major Healthcare Projects in Ninh Binh

Deputy Prime Minister Lê Thành Long has urged the acceleration of construction progress to ensure the second campuses of both Bạch Mai Hospital and Việt Đức Hospital are operational by November 30.

On October 28th, Deputy Prime Minister Le Thanh Long inspected and chaired a meeting in Ninh Binh regarding the progress of investment projects for the construction of the second campuses of Bach Mai Hospital and Viet Duc Hospital.

Deputy Minister of Health Le Duc Luan stated that the project management board holds weekly meetings with contractors on Mondays at the construction site to promptly address any issues or challenges.

For the Bach Mai Hospital’s second campus, contracts for the procurement of 82 medical devices have been finalized. Installation is expected to be completed before December 25th, with many contractors committing to deliver by December 15th.

Contractors within the consortium will conduct load testing and partial system trials once conditions are met, followed by integrated testing. The completion deadline is November 30th, with fire safety system testing expected to finish by December 20th.

Regarding the Viet Duc Hospital’s second campus, negotiations for 83 medical devices have been completed, and contracts will be signed by October 30th. Installation is also scheduled to be completed before December 25th. According to the Ministry of Health, both projects will be structurally completed by November 30th.

According to Dao Xuan Co, Director of Bach Mai Hospital, as of October 24th, over 800 doctors and nurses have been recruited. However, new hires will be placed at the main campus for further training. More than 600 staff members from the main campus have volunteered to work at the second campus in Ninh Binh. “We guarantee that the quality of the second campus will match that of the main campus,” Co affirmed, urging Ninh Binh Province to expedite the completion of staff dormitories.

A representative from Viet Duc Hospital stated that they have implemented training, recruitment, and rotation plans for high-quality personnel from the main campus to ensure readiness when the second campus becomes operational.

The Ninh Binh Provincial People’s Committee has instructed contractors to work day and night to expedite completion, reducing the timeline by one-third, and to inaugurate the 600-unit social housing complex as soon as possible.

Minister of Health Dao Hong Lan emphasized the significant workload required to transition from construction completion to hospital operation. She praised the contractors’ efforts and confirmed that the Ministry would ensure timely payments. Both hospitals must develop specific operational plans for their second campuses, prioritizing tasks accordingly.

In conclusion, Deputy Prime Minister Le Thanh Long noted that the second campuses of Bach Mai and Viet Duc Hospitals are of public interest, requiring intensified efforts for timely completion.

He stressed the importance of completing construction by November 30th and proposed partial project operation by December 19th. He also highlighted fire safety system inspections and requested the Ministry of Public Security’s support for timely completion. Additionally, external landscaping must be finalized in November.

The Ministry of Health should promptly address recommendations from both hospitals, review total costs against initial investments, and resolve policy-related challenges.
