Deputy Prime Minister Lê Thành Long has urged the acceleration of construction progress to ensure the second facilities of both Bạch Mai Hospital and Việt Đức Hospital are operational by November 30th.

On October 28th, Deputy Prime Minister Le Thanh Long inspected and chaired a meeting in Ninh Binh regarding the progress of investment projects for the construction of the second facilities of Bach Mai Hospital and Viet Duc Hospital.

Deputy Minister of Health Le Duc Luan stated that the project management board holds weekly meetings with contractors on Mondays at the construction site to promptly address any issues or challenges.

For the Bach Mai Hospital’s second facility, contracts for the procurement of 82 pieces of equipment have been finalized. Installation is expected to be completed before December 25th, with many contractors committing to deliver by December 15th.

Contractors within the consortium will conduct load testing and partial system trials as conditions allow, before integrating and testing the entire system. Completion is anticipated by November 30th, with fire safety system testing and acceptance scheduled for December 20th.

Regarding the Viet Duc Hospital’s second facility, negotiations for 83 equipment contracts have been completed, with signing expected by October 30th. Installation is also projected to finish before December 25th. According to the Ministry of Health, both projects will complete construction by November 30th.

Dao Xuan Co, Director of Bach Mai Hospital, reported that as of October 24th, over 800 doctors and nurses have been recruited. However, new hires will be placed at the main facility for further training. More than 600 staff members from the main facility have volunteered to work at the second facility in Ninh Binh. “We guarantee that the quality of the second facility will match that of the main one,” Co affirmed, urging Ninh Binh Province to expedite the completion of staff dormitories.

A representative from Viet Duc Hospital stated that they have implemented training, recruitment, and rotation plans for high-quality staff from the main facility to ensure readiness when the second facility becomes operational.

The Ninh Binh Provincial People’s Committee has instructed contractors to work day and night to expedite completion, reducing the timeline by one-third, with the aim of inaugurating the 600-unit social housing complex soon.

Minister of Health Dao Hong Lan emphasized the significant workload involved in transitioning from construction completion to hospital operation. She praised the contractors’ efforts and assured that the Ministry would instruct the project management board to promptly settle payments. Both hospitals need to develop specific operational plans for their second facilities, clearly outlining priorities.

In concluding the meeting, Deputy Prime Minister Le Thanh Long noted that the second facilities of Bach Mai and Viet Duc Hospitals are of public interest, necessitating further efforts for timely completion.

He emphasized the need to finish construction by November 30th and requested a plan to partially open the project by December 19th. He also highlighted the importance of fire safety system acceptance, asking the Ministry of Public Security for support in meeting deadlines. Additionally, external landscaping must be completed in November.

The Ministry of Health should promptly address the proposals from Bach Mai and Viet Duc Hospitals, review total costs against the initial investment, and resolve any policy or mechanism issues.

The Deputy Prime Minister urged contractors to continue their efforts to ensure noticeable progress by the next inspection in November.
