High-Speed Rail Route Adjustment: Connecting Ho Chi Minh City Center to Can Gio

On October 29, the Ho Chi Minh City People’s Committee Office issued a conclusion notice from the Chairman of the Ho Chi Minh City People’s Committee following a special task force meeting. The meeting focused on reviewing and addressing challenges faced by various projects, developments, and land areas across the city, specifically regarding Vingroup’s proposals.

Regarding the proposed urban railway line connecting Ho Chi Minh City’s central area to Can Gio, the city aims to enhance operational efficiency, expand service coverage, and improve connectivity between residential areas, commercial hubs, and the city’s economic-administrative center. Additionally, the project seeks to integrate seamlessly with existing metro lines within the urban railway system, fostering a comprehensive and user-friendly public transportation network. In support of these goals, the Ho Chi Minh City People’s Committee endorses VinSpeed Railway Investment and Development Joint Stock Company’s (a Vingroup subsidiary) proposal to relocate the starting point of the line from Tan Thuan Station in Tan Thuan Ward (former District 7) to Ben Thanh Station in Ben Thanh Ward (former District 1).

Furthermore, the city authorities have requested Vingroup to explore the development of an underground space combined with a public area around Ben Thanh Market, in alignment with the city’s master plan. This initiative aims to enhance urban aesthetics, boost tourism, and improve traffic flow in the central district.

The Ho Chi Minh City People’s Committee has urged VinSpeed to further refine the route’s feasibility, optimize operations, and maximize connectivity to support the city’s economic and social development goals, in line with urban spatial planning. The company is also required to collaborate with relevant departments to update the route and incorporate it into the city’s urban railway master plan.

Additionally, the city has directed the enterprise to promptly finalize the investment proposal dossier for the urban railway project connecting Ho Chi Minh City’s central area to Can Gio. This dossier must be submitted to the Appraisal Council in accordance with Decision No. 2153 dated October 15, 2025, issued by the Ho Chi Minh City People’s Committee.

The Chairman of the Ho Chi Minh City People’s Committee has tasked the Director of the Department of Finance, who also chairs the Appraisal Council, with expediting the evaluation process as per legal regulations. The results are to be submitted to the city authorities for approval by October 31, 2025.

Previously, VinSpeed had submitted a proposal to the Ho Chi Minh City People’s Committee and the Department of Finance, suggesting adjustments to the high-speed urban railway route connecting the city center to Can Gio.

The revised plan relocates the starting point to Ben Thanh Market (instead of Tan Thuan Ward, former District 7) to directly link with Metro Line 1 (Ben Thanh – Suoi Tien). The terminus remains in Can Gio, as originally planned.

VinSpeed explained that this adjustment aims to enhance interoperability among urban railway lines, improve passenger convenience, and increase the overall efficiency and investment returns of the city’s railway network.

According to the technical plan, the section from Ben Thanh to Tan Thuan will be constructed underground to minimize compensation costs and resettlement impacts. The remaining segment from Tan Thuan to Can Gio will follow the initial design.

Earlier, VinSpeed submitted the project proposal dossier for the Ho Chi Minh City – Can Gio urban railway to the city’s Department of Finance for appraisal and consideration by the city authorities. The project is expected to strengthen connectivity between the city center and the coastal area of Can Gio, fostering urban development, tourism, and services in the southern part of the city.
