Ho Chi Minh City Allocates Nearly $430 Million to Acquire Land from Over 2,000 Households for Vietnam’s Longest Highway Project

Ho Chi Minh City has allocated over VND 9.6 trillion to reclaim land from more than 2,200 households (including over 1,800 fully relocated households) to expand National Highway 1 from Kinh Dương Vương to the Long An border. The project will widen the road to 60 meters, accommodating 10 to 12 lanes of traffic.

Ho Chi Minh City’s People’s Committee has approved two sub-projects focusing on compensation, support, and resettlement as part of the National Highway 1 upgrade—a vital transport link connecting the city with the Mekong Delta provinces.

Sub-project 1, with a budget exceeding VND 1 trillion, will be implemented in Tan Tao and An Lac wards (formerly part of Binh Tan district), impacting 101 households, including 61 that require complete relocation.

Sub-project 2, located in Tan Nhut and Binh Chanh communes (formerly part of Binh Chanh district), has a budget of over VND 8.5 trillion and will affect more than 2,100 households, with over 1,700 requiring complete relocation. The total compensation and resettlement costs for both sub-projects amount to VND 9.611 trillion, representing over half of the total investment of nearly VND 16.3 trillion for the entire National Highway 1 upgrade.

The Ho Chi Minh City People’s Committee has tasked the local authorities of Tan Tao, An Lac, Tan Nhut, and Binh Chanh with approving the compensation and resettlement plans during the second and third quarters of 2026.

Meanwhile, sub-project 3 will focus on upgrading and expanding the section of National Highway 1 from Kinh Duong Vuong to the Long An border under a BOT (Build-Operate-Transfer) model, with a total investment of over VND 6.6 trillion. The 10 km stretch will be widened to 60 meters, accommodating 10–12 lanes, replacing the current 6 lanes.

The design includes 6–8 central lanes for high-speed traffic (80 km/h) with tolls, while two parallel lanes on either side for motorcycles and mixed vehicles (60 km/h) will be toll-free.

The total compensation and resettlement costs for both sub-projects amount to VND 9.611 trillion, representing over half of the total investment of nearly VND 16.3 trillion for the entire National Highway 1 upgrade.

The project also includes several key traffic infrastructure works, such as overpasses, underpasses, and pedestrian bridges at major intersections.

The Binh Thuan Intersection (where National Highway 1 meets Nguyen Van Linh Boulevard and the Ho Chi Minh City – Trung Luong Expressway) will feature a three-level design: a four-lane underground tunnel, a ground-level roundabout, and an expanded eight-lane overpass.

The An Lac Intersection will have a four-lane overpass at the junction of National Highway 1, Kinh Duong Vuong, and Tran Dai Nghia, allowing direct traffic flow through the main axis and reducing conflicts.

The Binh Dien Bridge over the Cho Dem River will be supplemented by two parallel bridges (each with two lanes) alongside the existing eight-lane bridge. The Doan Nguyen Tuan Intersection will receive an overpass to prioritize straight-line traffic, alleviating congestion. The Ben Luc – Long Thanh Expressway intersection will be adjusted and seamlessly integrated with the expanded highway scale.

The Ho Chi Minh City People’s Committee has directed the city’s Department of Construction to urgently organize an architectural competition for the Binh Thuan, Kinh Duong Vuong intersections, and the Binh Dien Bridge in October 2025, and to finalize the feasibility study report by December 15, 2025.

The National Highway 1 upgrade project is expected to commence in 2026 and be completed by 2028.

National Highway 1, also known as National Highway 1A, is Vietnam’s longest road, spanning approximately 2,482 km from the northern border at Huu Nghi Pass (Lang Son) to Ca Mau.
