On October 29, the Office of the Ho Chi Minh City People’s Committee issued an official dispatch conveying the directives of Chairman Nguyen Van Duoc regarding the redevelopment plan for the land plot at No. 1 Ly Thai To Street (Vườn Lài Ward).

In line with the guidance provided by Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang during a recent meeting on the redevelopment plan, Chairman Duoc has instructed the Department of Agriculture and Environment to expedite the handover of the land plot to the sponsor, Sun Group Corporation, no later than October 31. The company is tasked with constructing a green park, community playground, and a COVID-19 memorial, with completion and public access targeted before the 2026 Lunar New Year.

The city’s leadership has directed the Department of Planning and Architecture to conduct a comprehensive inventory, assessment, and classification of the villas on the site by November 10, 2025. Additionally, the department will guide the Vườn Lài Ward People’s Committee in preparing a partial adjustment to the 1/2,000-scale zoning plan for the area.

The Vườn Lài Ward People’s Committee is responsible for drafting, appraising, and approving the partial adjustment to the 1/2,000-scale zoning plan for the land plot, with a completion deadline of November 30.

The Department of Culture and Sports has been tasked with gathering public feedback on the sponsor’s proposed park design via online platforms within 15 days. The compiled feedback will be forwarded to the sponsor for final design refinement.

The Ho Chi Minh City People’s Committee has also assigned the Director of the Department of Construction to oversee the park’s development until its completion and inauguration. Concurrently, the department will expedite the investment project for the expansion of Tran Binh Trong Street using the city’s budget.
