The construction project of the 2.5 Ring Road (Đầm Hồng – National Highway 1A section), formerly in Hoàng Mai District, commenced in March 2014, with a planned execution period of 36 months. The road spans 2.06 km, featuring a 40-meter-wide roadbed, including a 22.5-meter-wide carriageway, 14.5-meter-wide sidewalks, and a 3-meter-wide central median. The total investment exceeds 1.317 trillion VND, with the BT contract value surpassing 1.289 trillion VND. Hoàng Hà Construction Company is responsible for constructing 1.6 km of the route.
However, land clearance delays prolonged the project beyond its initial timeline. On June 15, 2017, parties signed a contract addendum extending the completion date to June 30, 2018.

By 2020, with only 40% completion, construction halted due to an unrenewed contract and pending approval of the adjusted feasibility study. The prolonged stagnation not only hindered traffic network goals but also left the area neglected and unsafe.
In early February 2024, land clearance was substantially completed as remaining households near L3 Bridge (148 Trịnh Đình Cửu Street, Định Công Ward) handed over the land. By then, the contractor had completed 1.381/1.6 km, including 1.13 km of coarse asphalt and 251.7 meters of grade 1 crushed stone base.
In early 2025, Hanoi’s Chairman held two meetings with relevant departments to resolve project bottlenecks. With city leadership, major land clearance issues were addressed.
On May 27, 2025, the Đầm Hồng – National Highway 1A section officially resumed after years of delay. Contractors have erected temporary bridges and begun work on the critical L3 Bridge over the Lừ River.
Concurrently, stakeholders agreed on a comprehensive construction plan, prioritizing technical infrastructure, lighting, greenery, and drainage to accelerate progress.
According to the investor, overall completion now exceeds 70%.
Current goals focus on maximizing manpower and machinery with 24/7 shifts to ensure safety and quality, targeting completion by Q1/2026 and technical opening in 2026.
Upon completion, the road will connect southern Hanoi to major routes, easing congestion on Ring Roads 2 and 3. Its synchronization with the Kim Đồng – Giải Phóng underpass will also foster development in southern urban areas.

Presently, numerous cases of land handover remain unresolved for the implementation of the Ring Road 1 project, specifically the Hoàng Cầu – Voi Phục section, due to disagreements over compensation plans. The People’s Committee of Ô Chợ Dừa Ward has proposed a special mechanism to expedite land clearance and project deployment.
Dong Nai Issues Critical Directive on 82km High-Speed Railway Route
The People’s Committee of Dong Nai Province has mandated that all localities along the preliminary route of the North-South high-speed railway project must conduct a thorough assessment. This includes determining the project’s scale, scope, and the number of households and properties affected. All reviews must be finalized by October 30.
