 
        The Gia Nghia – Bao Loc – Phan Thiet Expressway project, proposed by the consortium of Trung Nam Group, Indel Corp, and Trung Nam E&C, is set to revolutionize connectivity in Vietnam’s South Central Coast and Central Highlands regions. With an estimated investment of VND 36.34 trillion (approximately USD 1.5 billion), this 140-kilometer, four-lane expressway is designed for speeds of 100-120 km/h, linking key economic and tourism hubs.
The consortium has submitted a proposal to Lam Dong Province and the Prime Minister, outlining a public-private partnership (PPP) model. The funding structure includes 70% government support (over VND 25.4 trillion) and 30% investor-raised capital (approximately VND 10.9 trillion). Construction is slated for 2026-2028, with a 20-year toll period to recoup investments.
Dr. Tran Van The, Chairman of Indel Corp’s Board of Directors, confirmed that the consortium has secured financing commitments. On October 27, 2025, the Vietnam Development Bank’s Transaction Office I (SGDI) approved a VND 7.63 trillion credit facility. Additionally, Techcombank (Dong Do Branch) pledged VND 4.766 trillion in credit support.
The consortium has also engaged Tedi South, a leading transportation design consultancy, to initiate the pre-feasibility study for the project.
Strategically, the expressway will connect the Vinh Hao – Phan Thiet Expressway (with access to Phan Thiet City) and intersect with the Buon Ma Thuot – Gia Nghia Expressway (planned), linking to Gia Nghia via National Highway 14.
Upon completion, the expressway will significantly reduce travel time between coastal and highland areas, alleviate congestion on National Highways 20 and 28, and enhance connectivity with major routes like the Dau Giay – Lien Khuong and Vinh Hao – Phan Thiet Expressways.
Beyond its transportation role, the project aims to become Vietnam’s first “scenic expressway,” integrating tourism, landscape, and eco-services—a model adopted globally. Along the route, scenic rest stops, service centers, and eco-tourism connections will be developed, boosting tourism in Binh Thuan, Lam Dong, and Dak Nong provinces, which boast rich natural resources but lack integrated infrastructure.

Spanning approximately 6.3 kilometers, the Phu My 2 Bridge will connect Ho Chi Minh City and Dong Nai Province, with 4.6 kilometers in HCMC and 1.7 kilometers in Dong Nai. Designed for a speed of 80 km/h, the bridge features eight lanes—six for motor vehicles and two mixed-use lanes. Construction is slated to begin in Q3 2026, with completion and operation expected by 2029.
