Starting August 1, 2025, Vietnam’s Social Insurance (VSSI) will officially unify the social insurance number with the citizen identification number (CCCD). This foundational step is set to revolutionize social security, enabling seamless national data integration and paving the way for the full implementation of digital social insurance books and health insurance cards.
The most immediate benefit for citizens is unparalleled convenience. Instead of carrying multiple documents like social insurance books, health insurance cards, or personal identification, individuals will only need their CCCD (or the VNeID app) for medical visits or benefit claims.
According to VSSI, citizens need not re-declare or complete any procedures. The entire unification process is automated, adhering to the principle of “one touch – one record – lifelong service.”
This unification eliminates data discrepancies, prevents fraud, and removes the need for workers to adjust their insurance numbers when changing jobs.
For authorities, integrating with the National Population Database optimizes workflows. Social insurance officers can auto-verify data via citizen IDs instead of manually cross-checking dozens of forms, saving hundreds of billions of VND annually in administrative costs while enhancing service efficiency for citizens and businesses.
Post-unification, VSSI aims to launch digital social insurance books and health insurance cards by 2026, as outlined in the 2024 Social Insurance Law and Health Insurance Law.
Citizens will then use the VssID-BHXH app, linked to their VNeID account, fully replacing traditional paperwork. Real-time processing of contributions, benefits, and medical records ensures transparency and data security.
The August 1, 2025 unification is more than a technical update—it’s a transformative shift toward data-driven governance. With its vast data infrastructure, VSSI is accelerating Level 4 online public services, moving toward a “digital citizen” model in social welfare.
VSSI plans to enhance its big data analytics and AI platforms to create unified digital welfare profiles for every citizen, enabling personalized services, policy planning, and timely support during social risks.
