 
        The Hanoi People’s Committee has allocated over 1.8 hectares of land in Phu Thuong Ward, Tay Ho District, to Thai Nam Land JSC for the development of social housing dedicated to police officers and soldiers.
The project is part of the 20% land fund within the Nam Thang Long Urban Area (Ciputra), one of Hanoi’s largest and most expensive urban developments.
According to the decision, the allocated land, designated as IA25, includes nearly 1.5 hectares for social housing construction and over 0.3 hectares for commercial housing development. The Department of Agriculture and Environment will determine the land price for the commercial area to calculate land use fees.
Thai Nam Land JSC, the project developer, is a joint venture between Thai Nam Land JSC and the Urban Infrastructure Development Investment Corporation (UDIC). Established in 2023, Thai Nam Land specializes in real estate and owns the Thai Nam Building office complex at the intersection of Duong Dinh Nghe Street in Cau Giay District.
UDIC has a proven track record in developing large-scale urban areas and infrastructure projects, including Ciputra, Yen Hoa, Trung Yen, Nghia Do, and Ha Dinh.
 
        Ciputra is one of Hanoi’s most prestigious and expansive urban developments.
During a March conference on housing development for police officers and soldiers, the Ministry of Public Security reported that 45,000 officers require social housing. To address this demand, the Ministry has collaborated with Ho Chi Minh City and Hanoi to finalize plans. Additionally, the Ministry has set a target of 5,000 social housing units for police officers and issued guidelines for local police units to implement.
Since the beginning of the year, Hanoi has consistently allocated land and approved social housing projects, many of which are specifically for police officers. Recently, the city allocated over 1.6 hectares in Phu Thuong Ward, opposite Ciputra, to a joint venture between Tay Ha Noi and Nam Son Invest for the construction of social housing for police officers.
Similar projects have been planned in Starlake Tay Ho Tay (6.3 hectares), X1 Phu Thuong (over 2 hectares), Vibex area (nearly 3 hectares), 275 Nguyen Trai, Le Trong Tan Street (over 1 hectare), and several outlying districts.
Under the National Social Housing Development Program, which aims to build at least 1 million social housing units by 2030, Hanoi has been assigned a target of 56,200 units, the highest in the country. For 2025 alone, the city needs to complete 4,670 units.
According to the Hanoi Department of Construction, the city has completed one project with 1,340 units and has five projects ready for market supply, totaling 4,635 units. From 2021 to 2025, Hanoi has 16 projects eligible for sale, with a combined total of over 17,300 social housing units.
Ciputra, located in Xuan Dinh and Dong Ngac Wards, is one of Hanoi’s largest and most upscale urban developments, spanning over 300 hectares.
The project is developed by Nam Thang Long Urban Development Company, a joint venture between UDIC and Indonesia’s Ciputra Group. In 2007, Ciputra was Vietnam’s largest foreign-invested real estate project, with a registered capital of $2.11 billion.
Construction began in 2002, and the urban area is planned to include 50 high-rise buildings, approximately 2,500 villas, offices, shopping centers, Ciputra Mall, hospitals, schools, and various health and sports facilities.
According to real estate listings, villa prices in Ciputra range from 270 to 480 million VND per square meter, depending on location and size. Some large corner lots are priced above 100 billion VND. New apartment prices in the area have surged, with recent projects offering units at 100-180 million VND per square meter, and one project reaching 330 million VND per square meter.

According to the new land price table being consulted by the Hanoi Department of Natural Resources and Environment, land prices in 2026 will be divided into 17 regions following administrative unit rearrangements.
